About this file
This document is Addendum 1 to the Request for Proposal (RFP) issued by the Florida Department of Financial Services (Department) to establish multiple contracts for Wind Certification Entities (WCEs) in Service Region 2 to provide wind certification analysis under the My Safe Florida Home Program pursuant to section 215.5586, Florida Statutes. The addendum provides questions and answers as well as modifications to the original RFP, including an updated timeline with the Response due date extended to October 19, 2022 at 11:00 AM ET. The Department intends to award three WCEs for Service Region 2 but reserves the right to award more if it is in the best interest of the program.
The addendum addresses various topics, such as the ability for WCEs to apply for multiple regions, the definition of the service regions, the inspection form template, and the process for providing cost estimates and insurer-specific discount information in the wind inspection reports. It also clarifies that WCEs are permitted to use subcontractors as inspectors and provides the Department's ORI code for Level 2 background checks. Additionally, the addendum corrects an error in the RFP regarding the replacement of sections from the PUR 1001 form.

NO. QUESTION DEPARTMENT RESPONSE
1 NA - General NA NA NA NA
I have one questions regarding this RFP: can a company apply to and submit a response to the RFP for each region, or just one?
Yes, vendors may apply to all three Regions.
2 NA - General NA NA NA NA
We noticed there were RFP for both inspections and General Contractor services.
Also how are the regions defined since we are located in the southern part of the state.
Current RFPs are only for inspectors.
The Regions are defined by a Map that was posted with the RFP, See Statement of Work, Exhibit 2, page 52.
3 NA - General NA NA NA NA We see three regions. Is there a map that explains which counties are in which region?
Yes, see Statement of Work, Exhibit 2, page 52.
4 NA - General NA NA NA NA Is there a template for these inspections?
Inspectors will use the OIR-B1- 1802, Uniform Mitigation Verification Inspection Form.
The Department is also creating a supplemental form for program specific information. The Department will publish that form upon completion. The OIR-B1- 1802 is attached to the Statement of Work, Exhibit 1, pages 47-

information to the homeowner in the report.
6 Attachment 2 2 v 5 2
The definition of “wind inspection report” requires the inclusion of “5. Insurer-specific information regarding premium discounts correlated to the current mitigation features and the recommended mitigation improvements by the inspection.” Since qualified inspectors are not necessarily insurance agents, and thus would be prohibited by s. 626.112(1) from describing rates of return or advising as to insurance matters, how does the Department advise such information regarding discounts be communicated? (By, for example, providing instructions on how to search for a licensed insurance agent using the Department’s website).
The Department will work in collaboration with the awarded inspectors to establish a uniform process for providing this information to the homeowner in the report.
7 Attachment 2 3 a
Payment Provisions, Compensation. 2
Regarding the cap of $999,999 without legislative approval, does this mean that if payments exceed $999,999 in any region, approval from the Legislative Budget Committee is required for WCE's to get compensated?
The Department is planning to seek approval from the Legislative Budget Commission at the next available meeting following the award of the contracts resulting from this RFP.
The Department does not anticipate reaching the cap before LBC approval.
