About this file
This is an Addendum #1 Questions and Answers document for Bid #25-019 "Rush Chapel Road NE Paving Project" issued by Floyd County, Georgia Purchasing Department on April 9, 2025. The project involves paving Rush Chapel Road NE with a 9.5mm Tp 2 (F-MIX) asphalt overlay including SmartMIX additive, with a paving depth of 1½ inches or 165 LB/SY. Floyd County will be responsible for all preparatory work including surface treatment, patching, shoulder reconstruction, re-grassing, signage, and pavement markings. The contractor's primary responsibility is to overlay the existing pavement. The county anticipates the project could start in June 2025, with Board of Commissioners review scheduled for May 13 and May 27, 2025.
The document clarifies several technical specifications, including the use of Group 1 Limestone aggregates and allowance for alternative tire-derived project (TDP) additives that meet a minimum 0.6% dosage by weight. The county will permit alternatives to the SmartMIX additive, provided they meet specified criteria. No milling will be required from the contractor, though Floyd County may mill a 1½-inch tie-in at road ends. The paving width is confirmed as 19 feet, and the county has addressed multiple administrative details such as correcting typographical errors on bid forms and clarifying the FOB destination. Potential bidders were encouraged to submit questions before the April 28, 2025 deadline, with responses to be posted on the Bonfire procurement portal.

ALL PROSPECTIVE BIDDERS:

FROM: Randy E. Self, Purchasing Director
DATE: April 9, 2025
SUBJECT: Answers to Questions Submitted
There were several questions submitted. Additionally, two (2) brochures concerning the SmartMix Process Description and Usage Guide and the SmartMix Technical Brief have been attached in the Public Files section on Bonfire. I have listed these questions with the answers for your review:
1. Could you please provide a Specification for the Asphalt Materials with the Smart Mix Additive? SmartMix process description and technical brief is attached. For more information or other questions, contact Doug Carlson with Liberty Tire. He can be reached via email at dcarlson@libertytire.com, or by phone at 602-751-6039. (Brochures are attached)
2. Could you please provide the paving Depth for the new 9.5mm Tp 2 (F-MIX) Incl SmartMIX
Additive? Depth will be 1 ½ inches, or 165 LB/SY
3. Is the Contractor to simply overlay the existing pavement with the 9.5mm Tp 2 Asphalt? Or will other work be required? Yes, only overlay existing pavement. All other necessary prep work will be performed by Floyd County.
4. Who will be responsible for grading the shoulders, low/soft shoulder signs, regrassing after the placement of the new 9.5mm Tp2 Asphalt? The County? Yes, Floyd County will be responsible for shoulder reconstruction and re-grassing, in addition to installation and removal of low/soft shoulder signage. The only signage the Contractor will be responsible for will involve traffic control.
5. Could you please provide a detailed narrative of the work scope that you expect the contractor to perform within this bid and or a detailed typical section of all of the work? Currently, it looks like simply pave the road and leave. The work scope of this project will only involve overlaying the existing pavement with the mix described in the specifications at a depth of 1 ½ inches or 165 LB/SY. Floyd County will be responsible for all other work that is involved with a typical outsourced resurfacing project.
6. Will any milling be required for this project, if so, please provide a detailed narrative of what you expect to be done? No milling will be required by the contractor. Floyd County will likely mill a 1 ½ inch tie-in at either end of Rush Chapel Rd prior to resurfacing.
mailto:dcarlson@libertytire.com
7. Will any pavement markings be required for this project, if so, please provide a detailed narrative of what you expect to be done? The contractor will not be responsible for any pavement markings.
Floyd County will be responsible for this.
8. Will the existing pavement require any Asphalt Patching? If so, how are we to determine how much of this to include in our lump sum bid? The contractor will not be responsible for any Patching.
Floyd County will perform all necessary prep work (surface treatment, patching, etc.) prior to the contractor mobilizing.
9. Can you please explain/detail out the Prep Work the County will do prior to the placement of the new Asphalt? Prep work to the existing pavement will be done by means of either surface treatment or deep patching (most likely 4 inches), depending on field conditions. The contractor will not be held responsible for any failures that are deemed to be a result of a base failure.
10. Would you allow an Alternative for the SmartMIX Additive? The county will allow an alternative for the SmartMix additive, provided that the alternative is still a tire derived project (TDP) and meets the minimum dosage of 0.6% by weight of the mix.
11. If possible, could you address the questions submitted before the "4-28-2025 Question Deadline" so that we have ample time to ask follow-up questions? It is our policy to answer questions as quickly as possible and respond. We only set the question deadline date so we can make sure all questions have been submitted and have time to post for others to review for last minute changes.
12. On page 17 you make a reference to an Attached Technical Brief. There is no such document, can it be provided? Page 18 is what was provided as the technical brief, however, there is now an attached brief in the Public Files section on the Bonfire Website.
13. What is the paving width you are expecting for Rush Chapel Road? A typo was made in the bid Package using Terhune Rd reference. The 19’ width listed in the bid package is the correct width.
14. On the Bid Price Submission Form there is a line "FOB Destination: Terhune Rd SE, Floyd County GA". What is the intent of this statement? Again, a typo was made on the Price Submission Form. FOB Destination should be Rush Chapel Road NE, Floyd County GA.
15. When would you expect the Contractor to start paving on this project? This project does not close until May 1, 2025. The review process will be conducted and then it will be presented to the Board of Commissioners before a PO or notice to proceed can be issued. The first Board meeting is May 13, 2025. The second one is May 27, 2025. We hope to have it ready for one of those meetings. If that is the case, we would hope work could start in June.
16. Is there a way that the Q/A can be posted so that we can print them out? Or is the only way to see them is on the Bonfire Portal? We prefer to post as an addendum on Bonfire, however, we will be glad to send the addendum to an individual if requested via email. The Public Q&A in the Bonfire website is a great tool to see what questions have been asked and the answers given in Response.
17. Do you want the asphalt to be made with Group 1 Limestone or Group 2 Granite Aggregates?
It will be made with Group 1 Limestone.
We hope you find this information useful as you calculate the pricing submission. Should other questions be submitted, an additional addendum will be posted. Thank you for your interest in our project!
Thank you, Randy E. Self
