About this file
Addendum 1 is a questions and responses document issued by the Town of Frisco, Colorado for the Fiber Optic Broadband Network - Construction Services project. The document addresses 37 detailed questions from potential bidders regarding the construction services request for proposal (RFP), covering technical specifications, material requirements, permitting processes, and project execution details. The project involves constructing a municipal fiber broadband network, with work potentially commencing as early as May 2025, pending permit issuance and material procurement.
Key pricing and project details include that all costs for traffic control, potholing, hydrovac, and other ancillary activities must be included in the unit costs listed in Exhibit C. The Town will waive its own permit fees but contractors must cover CDOT and County permit costs. No federal funds are being utilized, so BABA (Build America Buy America) and other federal requirements do not apply. The project will use microduct conduits with specific fiber specifications, such as Hexatronic Viper Micro Cable, and the Town will provide a storage yard near State Highway 9 and Recreation Way for equipment staging and soil storage. Contractors are expected to submit unit pricing and a total project price, with the Town handling communication outreach to residents about the network construction.

Town of Frisco Fiber Optic Broadband Network – Construction Services Responses by: Christopher McGinnis, Public Works Director/Town Engineer
Questions, comments and clarification requests for plan holders:
Question 1. Exhibit C – Engineering Unit Totals (page 14 & 16 of the package) has not place to add the unit costs. Is there a bid form that was not included or do we simply add a column to this exhibit?
Response: See Addendum 2 for a revised Exhibit C which includes a column for unit costs.
Question 2. Page 55 contains a bid bond sample, does this require a roll up price & bid bond?
Response: A bid bond is not required. See Addendum 2.
Question 3. Does the RFP include network management services?
Response: This RFP is for construction services only. Network management services are not to be included.
Question 4. Does the BM60(3-5”)(2) bid item include 2 x 3”-5” ducts with the MD bundles getting pulled back through the 3”-5” conduits (assuming size of duct will depend on MD bundle)? Or is this more just a bore/labor unit (no materials needed) for pulling back 2 MD bundles and materials would be in the BFV units?
Response: The BM60 (3-5”) (2) is only for the bore/labor, and materials costs should be included I the BFV units. The BM60 items will be modified to only include the 3”-5” bores and the “2 MD Bundles” language will be removed from the item (See Addendum 2).
Question 5. Do you have additional information/specifications for 24F, 144F, and drop fiber?
Response: The network was engineered with an air-blown Hexatronic Viper Micro Cable in mind, which offers both 24F & 144F options. This is an air-blown cable with ultra-low attenuation. For 12mm ID microduct, the cable OD of the air-blown microfiber should be between 6.0mm & 9.0mm.
