About this file

This document is an Addendum 1 to an Invitation to Bid (ITB) issued by the Florida Department of Financial Services, Office of Insurance Regulation, for Examination Services. The ITB seeks competitive sealed responses from qualified vendors to provide examination of insurers authorized to do business in the state of Florida. The addendum addresses questions and answers, as well as modifications to the original ITB, including updates to the Price Response attachment. The contract term is not specified, but the ITB indicates the possibility of renewal(s).

Regarding pricing, the addendum clarifies that the 1% transaction fee will be part of the contract for all awarded respondents. The ITB does not mention any set-asides or incumbents, nor does it provide details on funding requirements or sources. The solicitation will be administered through the MyFloridaMarketPlace Vendor Information Portal.

A. Questions and Answers

Below are the questions and answers related to this solicitation. In the table below, the Department of Financial Services (Department) has answered each of the fifteen (15) written questions submitted by potential respondents.

No. ITB Section ITB Page # Question Answer

1 We submitted the following in June of this year. Is what you just sent out to us different than this?

Yes, while the services desired will be similar, this is a different project.

The Department is initiating a new procurement to adhere to Florida

Statutes. Previous submissions to the

Office of Insurance Regulation will not apply to this Invitation to Bid.

2 Understanding that Attachment C – Price Response is to be submitted separately, please confirm if the attachment can be included in one email submission with Attachment B or if it should be considered a separate volume and submitted in its own email?

Attachment C – Price Response can be included in one email submission with Attachment B. It is acceptable to submit all Response documents in one email, as file size limitations allow. It is also acceptable to use multiple emails as necessary.

3 1.3 3 This section indicates “Renewal(s) will be made at the renewal pricing specified in the Contract.”, however there is no section of the contract or space on the cost proposal for renewal pricing. How shall the renewal pricing be submitted?

Please see the updated Attachment

C, Price Response, which contains a column for renewal pricing.

4 3.3.1.B 10 The ITB mentions that certain disclosures should be submitted as part of Volume 1. However, we note that these are covered by certain tabs on the ‘Consultant Profile

Questionnaire’. Is it sufficient to address them in the

Questionnaire, or do we also need to address them in

Volume 1 somehow?

The disclosures must be addressed within Volume 1 per directions in the ITB document.

5 3.3.2 10 The ITB indicates that Volume 2 should contain the Price

Response and the Consultant Profile Questionnaire. Shall we submit Supporting Documents in a separate email, or may we include them with Volumes 1 and 2?

Please include Supporting

Documents as part of Volume 2.

These documents can be submitted in the same email as the other

Response documents or via separate email as allowed by size limitation.

6 3.3.2 10 The ITB indicates that Volume 2 should contain the Price

Response and the Consultant Profile Questionnaire.

However, the ITB was issued with these as separate excel files. Should we submit them separately, both using the title of “Volume 2”?

Both the Price Response and the

Consultant Profile Questionnaire

(along with any Supporting

Documentation) comprise Volume 2.

They can be submitted in separate excel files via email, both using the title of Volume 2. It is acceptable to submit all Response documents in one email, as file size limitations allow. It is also acceptable to use multiple emails as necessary.

7 3.3.2 10 When submitting the Supporting Documents, would you prefer they all appear in one document, or shall they be submitted as separate documents?

Either are acceptable.

8 1.1 3 Does this ITB supersede the Annual OIR Consultant

Profile Questionnaire which our Firm submitted to the

Office on 6.21.22?

Yes, while the services desired will be similar, this is a different project.

The Department is initiating a new procurement to adhere to Florida

Statutes. Previous submissions to the

Office of Insurance Regulation will not apply to this Invitation to Bid.

9 2.4 6 We have reviewed Attachment A Standard Contract.pdf and have attached a document containing our requested modifications.

The Office will not be accept edits to the contract documents.

10 3.3.2 10 Attachment B Consultant Profile Questionnaire

8.18.2022.pdf contains a tab titled sheet2. Are we responsible for completing any information on that tab or was that tab inadvertently included in this document?

Sheet2 will be used internally for gathering response data. No input is needed from Respondents on that tab.

11 TOC Attachments 2 The footnote states that the Price Response must be submitted separately. Section 3.3.2, Volume 2 states that the Price Response should be included with Volume 2:

Mandatory Requirements, along with the Consultant Profile

Questionnaire. Do we submit the Price Response as a separate file within Volume 2? If not, how do we handle?

Attachment C - Price Response can be included in the same email as the other Response documents.

12 3.3.2.B. 10 Do we need to complete anything with Sheet2 of the

Consultant Profile Questionnaire?

Sheet2 will be used internally for gathering response data. No Input is needed from Respondents on that tab.

13 5.6 14 Can you confirm that all awarded respondents will be required to pay the 1% transaction fee?

Yes, the transaction fee will be a part of the contract for all awarded

Respondents.

14 3.3.2 & 3.4 10 Are we supposed to combine files for each volume of our response so that we only submit 1 original digital version?

Can we send a combined pdf copy of our response for each volume?

Combined or separate files for each volume are acceptable.

15 3.4 10 Can we send our response in multiple emails, with Volume

1 separate from Volume 2?

It is acceptable to submit all

Response documents in one email as file size limitations allow. It is also acceptable to use multiple emails as necessary.
