About this file

This document is Addendum No. 1 for the Florida Fish and Wildlife Conservation Commission (FWC) Solicitation No. FWC 24/25-76, titled "Crew Willow Mulching". The addendum provides clarifications and answers to potential bidders' questions regarding equipment specifications for a vegetation mulching project. All responses to the solicitation must be received by 3:00 PM (ET) on Thursday, April 17, 2025, with strict guidelines on equipment usage. The addendum specifically addresses three key questions about equipment, including confirmation that swamp mats can be used in the marsh, a requirement that only mulching heads (not bush hog attachments) are permitted, and a definitive statement that no skid steers will be allowed to operate in the marsh.

The addendum emphasizes technical requirements for the project, notably that all equipment must have under 6 lbs PSI ground pressure. Bidders are informed that pontoon tracks are not mandatory, but ground pressure remains a critical factor. The document clearly restricts equipment options, rejecting alternative cutting attachments like heavy-duty bush hogs and prohibiting skid steers from marsh operations. These detailed specifications suggest the FWC is seeking precise environmental management techniques that minimize ground disturbance while effectively managing invasive vegetation in sensitive marsh ecosystems.

FWC SOLICITATION ADDENDUM 2

BEGIN ADDENDUM

QUESTION #1

Just want to confirm that swamp mats can be used instead of pontoon tracks?

ANSWER #1

Swamp mats can be used in the marsh but are not required. After careful consideration, pontoon tracks are also not a requirement. All equipment must be under 6 lbs PSI ground pressure .

QUESTION #2

The bid packet requires a mulching head. Would you allow a heavy duty bush hog attachment on the long reach excavator will cut up to 8-inch diameter, due to the head speed and that its 8ft wide it will be far quicker and cover more acres per day.

ANSWER #2

After careful consideration, heavy duty bush hog cutting attachments will not be allowed. Only mulching heads will be allowed.

QUESTION #3

We have a 309 excavator with a fecon mulcher head: its ground pressure is 5.5-6 LBS

PSI. We also have 2 skid steers with 3.4-6 LBS PSI. Would these skid steers be allowed to be used as support for the excavator in areas where conditions are appropriate? The skid steers have a production rate 10X of the excavator. This could reflect on our per acre pricing.

ANSWER #3

No skid steers will be allowed to operate in the marsh.
