About this file

This is Addendum #1 (Questions and Answers) for RFP-27-053, issued by the Florida School for the Deaf and the Blind (FSDB) Purchasing Department on September 28, 2026, regarding the Settles Gymnasium Floor and Bleacher Replacements project. The solicitation seeks qualified firms to replace athletic wood flooring and telescoping bleacher systems at the facility. The project scope encompasses demolition and replacement of second-floor athletic flooring across approximately 11,416 square feet with 671 seating capacity. A mandatory pre-response meeting and site visit are scheduled for November 17, 2026 at 11:00 a.m., with attendance limited to qualified teams; drawings and specifications will be available at this site visit. Pre-bid qualification submissions are due October 30, 2026 at 1:45 p.m., and formal proposal submissions are due December 4, 2026 at 1:45 p.m. The selection committee will conduct its review by December 7, 2026, with intent to award advertisement posted by December 8, 2026. Installation is scheduled to commence February 15, 2027, with substantial completion targeted for June 11, 2027 and final completion by July 31, 2027.

The addendum addresses six inquiries from interested vendors regarding project information, plans, specifications, and design parameters. FSDB clarified that the existing gym floor height is 3 inches and confirmed that the flooring basis of design is the Robbins Bio-channel SB system with specified components; any substitution requests must be submitted in writing to the FSDB Purchasing Analyst for approval. Acceptable bleacher manufacturers are limited to Hussey Seating Company, Interkal Inc., and Irwin Seating Company, with other manufacturers requiring FSDB Contract Manager approval. Respondents must be properly licensed in Florida at time of submittal and demonstrate financial capability. A mandatory 5% bid bond or equivalent security is required with proposal submission, and the selected vendor must provide a 100% payment and performance bond prior to contract execution. Certification of compliance with minority and veteran business enterprise participation requirements and non-discrimination certifications are mandatory.
