About this file
This is Addendum #1 to a Request for Proposal (RFP-27-063) issued by the Florida School for the Deaf and the Blind (FSDB) Purchasing Department for Palm Row Roadway Improvements. The project involves roadway improvements at the FSDB facility in St. Johns County, Florida, and encompasses parking lot or road maintenance and repairs, infrastructure building and surfacing and paving services, highway and road paving services, and parking lot construction services. The scope includes asphalt paving, milling, and striping work; however, specific quantities and detailed technical specifications are not provided in this addendum document. The pre-bid qualification response due date is November 6, 2026, at 1:45 p.m. A mandatory site visit is scheduled where qualified vendors will receive construction plans prepared by AlfKa, LLC, detailed project specifications, and supporting documentation including geotechnical reports, utility information, and drainage reports. All responding firms must be properly licensed in the State of Florida at the time of submittal.
This addendum addresses questions submitted by two firms—Ensley, Inc. and Atlantic Coast Asphalt—regarding the availability of plans, specifications, bid forms, and supporting documents. The FSDB clarified that all necessary information to prepare and submit a proposal is contained in the solicitation document accessible through the FSDB website under "View Active Competitive Solicitations," and that complete plans, specifications, and supporting documents will be distributed only to qualified vendors at the mandatory site visit. Respondents are responsible for monitoring the FSDB website for all amendments and addenda, as failure to comply with published changes may result in proposal rejection. Procedural questions should be directed to Christine Skaggs, Purchasing Analyst, or Kim Whitwam, Director of Purchasing, via email.
