About this file
This is Addendum 1 to a solicitation issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the Lake Okeechobee - Sawgrass Planting project. The addendum provides clarification through a Questions and Answers format regarding the procurement of nursery-grown sawgrass plants and associated planting services for restoration efforts at Steamboat Marsh in Glades County. Bidders must supply equal quantities of 2-inch and 4-inch liner plants and complete all planting work within fourteen calendar days of commencement, with the work scheduled for spring 2026 (March through June). All sealed bids must be received by 2:30 PM ET on February 20, 2026, with an anticipated award date of February 24, 2026. The contract term is one year from purchase order issuance, with possible extensions at the Contract Manager's discretion.
The total project budget is $58,050, and the quantity of plants to be ordered will be determined based on the awarded liner-size prices, with equal numbers of each liner size procured. All bid pricing must be submitted on a per-plant basis for each liner size and must include all costs associated with procurement, transportation, installation, labor, equipment, fuel, and maintenance. Pricing will be evaluated on a lowest-total-bid basis for both liner sizes combined, with payment made upon completion and Contract Manager approval based on the number of plants successfully planted. The procurement is open to all qualified vendors meeting the stated qualifications, with no set-asides or restrictions identified. Successful completion requires a minimum of 95 percent of specified plants to be planted, with liquidated damages of $100 per calendar day assessed for failure to meet the completion date unless delay is attributable to circumstances beyond the contractor's control.

FWC SOLICITATION ADDENDUM 2
BEGIN ADDENDUM
QUESTION #1
Is the total budget the $58,000 mentioned in section 1.8?
ANSWER #1
The total budget for this planting project is $58,050.
QUESTION #2
The cost breakdown 'per plant' - does that include the cost of transporting and installing each plant? For example, if the plant itself cost $1 per unit, but the estimated total cost for purchase + transport + install + other expenses is $3 per unit, is our reported cost per unit the $1 or $3?
ANSWER #2
Per Specification 1.4 in the Scope of Work: “Pricing shall include all necessary items to perform work (sawgrass, containers, workers, equipment, maintenance of equipment, transport, fuel, etc.) and safety devices required by law”. Under your proposed price scenario, your “reported cost per unit” would be $3.
QUESTION #3
What is the anticipated budget for this project?
ANSWER #3
$58,050 (See Question 1).
QUESTION #4
Is there an anticipated estimated quantity of plants for this project?
ANSWER #4
The total number of sawgrass plants of each liner size to be ordered will be based on the awarded liner-size prices. Equal numbers of each liner size will be ordered. See
Specification 1.8 for example of liner number determination.
QUESTION #5
In the solicitation documents you use the following example “EXAMPLE: if the awarded 2”-liner-size price is $1.00 and the awarded 4”-liner-size is $2.00, based on the total project budget of
$58,050, the number of each liner-size ordered will be 19,350 (under this hypothetical example, the total number of both liner-sizes will be 38,700; the 2”-liners will cost $19,350; and the 4”-liners will cost $38,700).” Could you please confirm the price provided is proposed budget for this project?
We did not see it listed anywhere else in the provided documents.
ANSWER #5
The budget for the project is $58,050 (see Question 1).
