About this file
This is an Addendum 1 Q&A document related to Dunn County, Wisconsin's IFB #2021-05E for the installation of snowmobile bridges. The project involves constructing steel truss bridges across Sandy Creek and other locations in Dunn County, with a primary focus on a bridge in the Village of Downing on private property owned by William and Lori Hurtgen. The project is structured as a two-year initiative, with a hydraulic and hydrologic study and floodplain elevation determinations to be completed prior to December 1, 2021, and bridge installation to occur by December 1, 2022, contingent upon favorable results from the H&H study. Landowners have signed access agreements, though Bridges 05E and 05A require access over cropland and Bridge 05C may have cattle or logging present. The successful bidder must comply with Wisconsin DNR Bridge Guidelines, including a 25,000 lbs. vehicle load specification using AASHTO H-Truck configuration, and ensure pilings are placed landward of the Ordinary High Water Mark (OHWM). Responses to bidder questions were scheduled to be posted to the Dunn County website on March 19th and provided via email to interested parties.
Permits are the contractor's responsibility, though Dunn County will assist with gathering required information for the Wisconsin DNR permit application. Contractors must direct shoreland and floodplain zoning questions to Bob Colson, Dunn County Planning/Zoning Administrator (phone: 715-231-6522, email: rcolson@co.dunn.wi.us). For projects where H&H studies determine that construction cannot proceed, the successful bidder will invoice Dunn County for all H&H study expenses and other design work incurred, with the County paying on those invoices. Additional information regarding possible contractors and engineers for floodplain evaluation is available upon request. The bid specifications reference steel truss bridges, though the addendum clarifies design vehicle loadings and piling placement requirements to ensure compliance with DNR guidelines and environmental regulations.

RFP #2021 - 05 Snowmobile Bridges
The landowners have signed agreements for the bridges. Dunn County should be contacted prior to access and will assist with communications with the landower. Bridge 05E and 05A will require access over cropland. Bridge 05C may have cattle or logging present.
The vehicle load shall be determined based on the Bridge Guidelines document
No, the bid is requesting steel truss bridges.
The horizontal profile of the bridge may not include a piling riverward (on the stream side) of the elevation of the OHWM, and must be on the landward side of the OHWM. The depth of the piling is not specified. If the piling is placed using the above guidance but extends vertically to the elevation of the OHWM that will be allowed.
The successful bidder will be required to invoice for the H&H study and any other expenses incurred, then Dunn County will pay on that invoice.
The WI DNR Permit information can be found at https://dnr.wisconsin.gov/topic/Waterways/water_levels_crossings/bridges.html. The DNR will forward the permit to Army Corp of Engineers and if Army Corp of Engineers requires a permit they will notify you. Questions for Shoreland & Floodplain Zoning should be directed to Bob Colson, Planning/Zoning Administrator. A list of some possible contractors/engineers that provide evaluation of floodplains can be sent upon request.
I noticed I needed to get shoreland & Flood plain zoning, is that for each bridge? Is their a certain company you guys usually go with or would recommend.
Are there land access agreements in place to access the sites or will the successful bidder be required to obtain landowner access agreements for all projects? Is access an issue on 05C?
In the General Specifications, Phase 3 – Construction No. 2 – iii states “ No support pilings are allowed below the OHWM. Vertical piling above the OHWM are allowed.” Does this relate to the location of pile cutoff being outside of the ordinary high water mark (OHWM) or does this mean something different (i.e. piling cannot be located in area of high watermark)?
For Project#2021-05E, it is stated that a H&H study will be completed in 2021 to determine if the project will move forward. How will the successful bidder be compensated for their work on the H & H and other design work if the results from the H & H show the project cannot proceed?
Could you clarify the requirements for the 25,000 lbs. vehicle load? Currently, the DNR Guidelines states that the design vehicle loadings “shall be based on ‘typical’ equipment train weight (using individual weight, width, and wheel or track spacing loading”. In conversations with the DNR engineers, the preference is to use the
AASHTO H-Truck configuration for the loads.
I see the specifications for these bridges mentions steel truss. Are timber based bridges allowed also provided they meet requirements set forth in the DNR bridge manual?
I noticed phase 2 -permitting ( permits) where would I go to attain the forms I would need for the bridges? US Army Corps of Engineers ? Wi Department of Natural
Resources is this the same as the WI DNR PERMIT?
Permits are the responsibility of the contractor, however Dunn County will assist with gathering the information required for the DNR permit (landowner contact, etc). The WI DNR Permit information can be found at https://dnr.wisconsin.gov/topic/Waterways/water_levels_crossings/bridges.html. The DNR will forward the permit to Army Corp of Engineers and if Army Corp of Engineers requires a permit for the bridge they will notify you. Questions for Shoreland &
Floodplain Zoning should be directed to Bob Colson, Dunn County Planning/Zoning Administrator (phone: 715-231-6522, email: rcolson@co.dunn.wi.us).
Responses to questions will be sent out to the person who answered the question by email March 19th. All questions and responses will be posted to the Dunn
County website March 19th.
Section 1.4 indicates that the County expects to release responses to questions on January 20. Will responses be emailed to interested parties, or will they only be posted to the County’s website?
