About this file

This is Addendum #1 to a Request for Proposal (RFP) issued by Winston-Salem State University for Public Relations and Professional Communication Services. The university seeks to engage an external firm to provide strategic communications advisory and executive-level support services, including integrated marketing, strategic planning, executive communications, crisis management, and brand strategy. The selected firm will collaborate closely with the university's Office of Integrated Marketing Communications to lead projects across the institution while working primarily in an advisory capacity. Proposals were due October 27, 2026, at 3:00 PM, with a formal opening conducted at that time to verify execution and required documentation. The contract will require an estimated 160 hours of effort per month from the managing principal, with monthly on-campus meetings and occasional participation in key leadership events such as Cabinet retreats, Board of Trustees meetings, and strategic planning sessions.

The university has confirmed sufficient funding to cover the monthly retainer cost, with insurance requirements indicating a potential contract value exceeding $1 million. The incumbent firm is J Star Marketing LLC, which currently provides similar services to WSSU. The selected firm must meet mandatory qualifications including executive leadership experience, organizational management, and budget management capabilities, with preference for experience outside the higher education sector. Implementation of marketing and communications deliverables will primarily be performed by internal university personnel, with the selected firm providing strategic oversight and advisory services; however, certain projects may require hands-on implementation by both the firm and internal staff. The university anticipates conducting an executive search for a Chief Marketing Officer position in spring 2027, with the selected firm envisioned to play an advisory role in that search process.
