About this file
This is an Addendum to an Invitation to Bid (ITB FFS 26 27 46) issued by the Florida Department of Agriculture and Consumer Services for marsh restoration services at Okaloacoochee Slough State Forest. The addendum provides clarifications to five written questions submitted by potential bidders regarding the Sand Cordgrass (Spartina bakeri) planting project covering up to 50 acres. The Department has specified that contractors must use 2-inch nursery plants/plugs for the entire project and that cordgrass plugs shall be spaced 4 feet apart, requiring a total of 136,125 plants for the 50-acre project. The anticipated agreement period extends from execution of the state purchase order through June 30, 2027, though the Project Manager may extend the timeline if environmental conditions are unsuitable for planting. The addendum clarifies that no warranty period is expected for the plantings, as some plant mortality is acceptable given natural environmental variables, though contractors should make efforts to ensure strong plant survival likelihood. No additional specifications beyond healthy nursery stock are required.
The addendum reinforces that all bid prices remain firm and inclusive of labor, materials, tools, transportation, supervision, and related costs, with pricing submitted on a per-acre basis for the full 50-acre project. Contractors must source and supply Sand Cordgrass nursery plugs meeting the specified 2-inch size standard, ensuring consistency across all bids and preventing cost variations based on different stock sizes. Questions regarding the addendum should be directed in writing to the Procurement Officer at Bids@FDACS.gov or by phone at (850) 617-7180. Protests must be filed with the Department's Agency Clerk in accordance with Florida Statutes Section 120.57(3), with physical filings accepted at the Florida Department of Agriculture and Consumer Services in Tallahassee.

Addendum Date: September 15, 2026
Addendum Number: 1
Solicitation Number: ITB FFS 26 27 46
Solicitation Title: Marsh Restoration – Cordgrass Planting Okaloacoochee Slough State Forest
This Addendum provides the Department’s answers to written questions received by the deadline in the above-referenced solicitation.
Question Number Question Answer
Can FFS specify a nursery stock size to be used for this project? Nursery stock is typically available in multiple sizes, so it would be prudent to establish a specific size for contractors to purchase. This will avoid having bids based on different stock sizes with different costs.
FFS prefers to use 2-inch nursery plants/plugs for the entire project.
Please develop your bids using this 2-inch size and not other available plant stock sizes.
Can FFS specify a standardized planting density? Recommended plant spacing is variable, which affects the number of plants needed to be purchased in order to achieve a specific density.
Cordgrass plugs will be spaced 4-feet apart to allow sufficient room for mature plants to spread. For the 50-acre project, with a 4-foot spacing, a total of 136,125 plants will be required.
3 Is a warranty period expected by FFS?
Contractors should make an afford to ensure that plantings are given a strong likelihood for survival; however, FFS realizes that weather and other variables in the natural environment can affect plant survival. Therefore, some plant mortality is expected and will be acceptable. Hence, no warranty for plants is expected.
Question Number Question Answer
Section 2.1.2.B requires the Contractor to source and supply Sand Cordgrass (Spartina bakeri) nursery plugs. Could you please clarify the required minimum plug/container size, and any minimum plant height, root development, or other nursery stock specification requirements?
See answer to Question 1. There are no other expectations other than supplying healthy nursery stock.
What is the anticipated notice-to-proceed date, and what is the required timeframe or deadline for completing the full 50-acres of sand cordgrass planting?
The anticipated agreement period for the project shall be upon execution of a state purchase order through June 30, 2027. However, the project timeline may be extended by the Project Manager if environmental conditions are not suitable for effective planting.
This Addendum is hereby incorporated into and made a part of the above noted Invitation to Bid.
All other terms, conditions, and specifications of this Invitation to Bid will remain the same. All questions regarding this Addendum should be submitted in writing to the Procurement Officer at Bids@FDACS.gov or contact the Procurement Office at (850) 617-7180.
