About this file
This is Addendum 1 to a Request for Proposals issued by the Oregon Parks and Recreation Department (OPRD) for A&E and Related Services in Category 5 Environmental Services under OregonBuys #S-63400-00009150 and ITB #10353. The addendum provides clarifications and responses to questions posed during the February 13, 2024 Pre-Proposal Conference and received via email. Services requested include Phase I and II environmental assessments, hazardous materials and pollutant testing oversight, onsite monitoring of third-party testing, project surveys, and sampling for projects such as facility development site investigations, permit requirement determinations, campground development, road and structure siting, facility decommissioning, parking expansion, and utility routing. The RFP evaluation employs a 100-point scoring system comprising Cover Letter/Background (20 points), Project Approach (20 points), Experience of Key Team Members (30 points), and Proposer's Experience (30 points), with firms scoring a minimum of 80 points eligible for award of a Price Agreement. All firms meeting the 80-point threshold will be awarded contracts. Proposers must demonstrate capacity to provide all listed services either through internal staff or approved subconsultants, with complete qualification information for any proposed subconsultants required as part of the proposal submission.
The addendum confirms that existing Price Agreement holders from prior RFP 8975 (including Wolf Water Resources and Parametrix) are not required to resubmit qualifications and will remain on the contractor list. Work distribution among awarded firms will follow the WOC Assignment Process detailed in Attachment 3 to the Sample Price Agreement. Proposers may be selected as a subset of specific services providers rather than requiring full-service capabilities across all offerings. The References section of proposals should identify the total construction costs of projects for which environmental services were provided, along with descriptions of specific services rendered. No pricing information, set-asides, or contract term details are provided in the addendum document itself.

ADDENDUM #1

ITB #10353
A&E and Related Services – Category 5 Environmental Services
CLARIFICATIONS AND RESPONSE(S) TO QUESTIONS
The following provides OPRD’s answers to questions asked during the February 13, 2024 Pre-Proposal Conference and received via email. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.
QUESTION: Attachment C (References): Does the request for dollar amount refer to the amount of consulting fees, or construction cost?.
OPRD RESPONSE: The total cost of the Project (construction costs) for which you provided Environmental Services.
QUESTION: Attachment C (References): Does the size refer to cost (fees or construction) or areal extent of the project?
OPRD RESPONSE: Overall description of the Project for which your firm provided environmental services, including a description of the specific Services provided.
QUESTION: We understand that Wolf Water Resources and Parametrix currently hold contracts from RFP 8975 in 2022. For this submittal (RFP 10353), will these firms be required to re-submit their qualifications?
OPRD RESPONSE: Existing Price Agreement holders will not be required to re-submit responses to this RFP. They will remain on the list.
QUESTION: On page 5 of the RFP in the description of services, Onsite monitoring of third-party testing and Project Surveys and Sampling are listed. Could you please provide more detail as to what these services entail?
Does hazardous materials oversight cover building materials (e.g., asbestos containing materials) sampling and abatement oversight?
OPRD RESPONSE: OPRD would like to have an expert in hazmat and pollutant testing onsite to monitor third party work; Someone who is familiar with testing protocols and sample collection. This language refers to Phase I & II environmental (pollutant) scopes of work like would be used for old mill site, fuel tank removals, industrial facility removal, etc.
QUESTION: In section 4.02 Evaluation and Selection of the RFP, it states “OPRD intends to negotiate Price Agreement(s) with those Proposers that have scored 80 points or more as a result of the Proposal evaluation.” Does this mean that all firms that score 80 or more points will be awarded a contract?
OPRD RESPONSE: Yes. All firms scoring 80 points or more will be awarded a Price Agreement.
QUESTION: Do you anticipate the task orders or projects under these contracts to be evenly distributed between the contract holders?
How will the work be distributed amongst any firms that are awarded price agreements?
OPRD RESPONSE: Please see Attachment 3 to the Sample Price Agreement describing the WOC Assignment Process OPRD will follow.
QUESTION: Could you please offer further details regarding the projects where the scope of services will be utilized?
OPRD RESPONSE: Typical projects might be: investigation of new facility development sites to determine regulatory constraints, environmental considerations, permit requirements, campground development, road and structure siting, decommissioning of facilities, parking expansion, utility routing, etc.
QUESTION: You mentioned 80 points and above will be awarded a PA. I'm looking at page 12 of the RFP and I see written proposal is 0-80 points. Then it gives 20 points to project approach, 30 points to key team members, and 20 points for the cover letter/background. This adds up to 70 points. Are there more points in other sections or are the extra 10 points discretionary?
OPRD RESPONSE: See Section 4.01 of the RFP:
A. Cover Letter/Background (20 points possible)
B. Written Proposal (0 - 80 total points available):
1. Project Approach (20 points possible)
2. Experience of Key Team Members (30 points possible)
3. Proposer’s Experience (30 points possible)
There are 100 total points possible. Firms scoring a minimum of 80 points will be awarded a Price Agreement.
QUESTION: Is it necessary for a proposer to be able to provide any/all services listed in the RFP by the proposing firm or by their subconsultants - or will you potentially include consultants in your pool that provide a subset of specific services?
OPRD RESPONSE: The Proposer must be able to provide all Services listed in the RFP and Sample Price Agreement. This can be through use of Proposers staff or a combination of Proposer and it’s proposed sub-consultants. If Proposer intends to use sub-consultants to meet the Services requirements of the RFP and Sample Price Agreement, Proposer must submit all required information for it’s proposed sub-consultants with its Proposal (ex: Key Persons, experience, resumes, hourly rates, etc.).
