About this file
This Addendum No. 1 to Request for Quotation R00B7600053 is issued by the Maryland State Department of Education for Expert Consultant Services supporting the Maryland EXCELS CLASS Pilot program. The addendum clarifies key requirements for potential bidders, including mandatory Teachstone CLASS Assessor Certification in the 2nd Edition tool (not the 2008 pre-K certification), which must align with the internal observer team's certification standards. Bidders are instructed to provide estimated maximum observations possible during the contract period—either as a total number or weekly estimate—accounting for scheduled holidays on November 26, 2026, and the week of December 21, 2026. Multiple certified CLASS observers may be submitted under a single vendor response if the same organization handles billing, with observation estimates specified per observer. The addendum clarifies that the flat rate per observation includes travel costs under 50 miles, with supportive pricing documentation required for travel exceeding 50 miles. An in-person meeting is scheduled for September 22, 2026, in Columbia, Maryland (21046), during a week without scheduled field observations; travel costs associated with this mandatory meeting should be documented separately if they exceed 50 miles.
The addendum establishes that all bidders must acknowledge receipt and understanding of this addendum with their formal proposal submission. All communication must be directed through the Procurement Officer, with a signature sheet included for vendor acknowledgment containing fields for printed name, signature, date, vendor name, telephone number, and email address. This document ensures uniform understanding among all respondents regarding certification requirements, observation quantity estimation procedures, cost allocation for travel and meetings, and the acknowledgment process necessary for proposal consideration.

ADDENDUM NO. 1 R00B7600053
Title: Expert Consultant Services for Maryland EXCELS CLASS Pilot eMMA Reference No. BPM058695
This Addendum provides answers to questions submitted by potential bidders
QUESTIONS AND ANSWERS
Q1. Are only CLASS 2nd Edition certifications accepted or can it be the 2008 pre-k certification as well?
A1. Certification must be 2nd edition to align with the internal team of observers.
Q2. Exhibit A requires bidders to provide an estimated number of observations; however, the RFQ does not specify an anticipated quantity. Should Talented Teachers enter the maximum number of observations we are available to complete during the contract period, or will MSDE provide a standard bidding quantity for all respondents to use?
A2. Yes, please enter the estimated maximum number of observations possible during the contract period, which can be one total number or a per week estimate. Please keep holidays in mind in your estimates (e.g., no observations will take place on 11/26/26 or the week of 12/21/26).
Q3. May Talented Teachers submit multiple certified CLASS® observers under one vendor response, or is each consultant required to submit an individual response?
A3. Yes, one vendor response for multiple observers can be submitted if the same organization will be doing the billing. Please specify how many observations are estimated during the contract period for each observer.
Q4. Could you please clarify how you would like these travel-related costs reflected on Exhibit A?
A4. The flat rate per observation should include travel costs of under 50mi. Supportive pricing documentation can be provided if there are anticipated costs for travel over 50mi.
Q5. Additionally, if an onsite meeting is scheduled during a week in which no classroom observations are scheduled, would the travel associated with that separate onsite meeting be incorporated into the meeting flat rate, or should a separate cost be identified in the supportive pricing documentation?
A5. Supportive pricing documentation can be provided if there are anticipated costs for travel over 50mi. The in-person meeting will take place on 9/22 during a week that observations will not take place in the field. The in-person meeting is in Columbia, MD (21046).
