About this file
This document is an addendum addressing vendor questions and answers related to an External Evaluator Request for Proposal (RFP) #10252023 issued by Mt. Hood Community College (MHCC) in Oregon. The RFP seeks proposals from external evaluators to perform the scope of work for the MHCC Student Basic Needs Department. The RFP clarifies that the only budget requirement is the 10-month lump sum fee on Page 4, and there is no additional attached spreadsheet. The scoring criteria includes 40 points for "Proposal Content" without any additional specified criteria. MHCC will not share the program's full logic model in advance, but has provided some related assumptions and strategies, such as meeting student basic needs to support attendance, engagement, and persistence. The anticipated project start date is as soon as possible to align with Winter and Spring Term 2024 activities.
The RFP does not include any pricing terms, set asides, or information about incumbents or funding sources. It is focused on selecting an external evaluator to assess the Student Basic Needs programs and initiatives at MHCC in Multnomah County, Oregon.

November 3rd, 2022
VENDOR QUESTIONS AND ANSWERS TO QUESTIONS
Q1. Page 3 indicates "Prices and references shall be delineated on the attached spreadsheets. Proposals NOT submitted on the attached sheet provided WILL BE REJECTED." To confirm, is Page 4 that lists the "10-month lump sum fee" line item the only page we need to submit for the budget? Or is there an attached spreadsheet that we need to submit as well?
Answer: There is no attached spreadsheet. The only requirement for budget is Page 4.
Q2. The scoring criteria lists "Proposal Content" for 40 points. Is there any additional criteria within this category, such as approach or methodology?
Answer: There isn’t any additional criteria beyond what was listed in the scope of work.
Q3. Are you able to share the program's logic model or artifacts that would be considered for evaluation in this project?
Answer: 1. Are you able to share the program's logic model or artifacts that would be considered for evaluation in this project?
Answer: The logic model includes other components that are not basic needs related, so we will not be sharing it in advance, however, we can share some of the assumptions in the model related to basic needs:
- Meeting student’s basic needs supports attendance, engagement, and will stem attrition
- Increasing persistence rates contributes to stabilizing overall enrollment which is an essential component of institutional resilience and long-term workforce development
We can also share the Student Basic Needs related Strategies outlined in the grant:
Establish a Student Basic Needs Center to formalize and institutionalize the nascent Student Basic Needs Resource
Committee
- Hire a full-time Basic Needs Resource Coordinator/Project Director (BNC/PD)
- Map out existing wraparound support programs to coordinate and align them, identify gaps in services, develop plan to close gaps, and ensure seamless access to needed support for all students
- Create rubric to determine how direct and immediate basic need support is offered, and begin offering support to stem attrition related to evictions, utility shut-offs, food insecurity, and other unexpected expenses
(e.g., car repairs, home repairs, etc.)
- Centralize laptop loan program and offer Wi-Fi hotspot loan program to support access to online learning, support services, and administrative functions
- BNRC/PD,
- Basic Needs Response Committee,
- Cultivate ongoing funding for direct support through intentional engagement with the MHCC foundation and board to secure contributions, donations, and grants
Q4. Is there an anticipated project start date?
Answer: As soon as possible, so that the bulk of activities with students, staff and faculty can happen in
Winter and Spring Term 2024.
