About this file
This document is an Addendum containing pre-solicitation questions and answers related to a federal contract opportunity for the United States Postal Service (USPS) Office of Inspector General (OIG) to provide support services.
The contract is a recompete of an existing IDIQ (Indefinite-Delivery, Indefinite-Quantity) requirement with 5 incumbent suppliers. The period of performance is 2/12/2020 - 2/11/2025 with a $70M maximum per contract. The work will be a mix of on-site, contractor site, and remote support across various OCIO functional areas. Security clearance requirements include at least a Secret-level FCL, with occasional TS positions. Task orders will be competed among the IDIQ holders, with a historical timeline of approximately 60 days from ATP issuance to selection. Transition is anticipated to be 1-2 months prior to the current contract expiration. Proposals will be evaluated on criteria outlined in the Instructions to Offerors, but the specific weightings are not provided.

Question Response
1 Is this a new contract or is there an incumbent performing these services?
This is a recompete of an existing requirement. There are currently 5 incumbents as this is a multi-award IDIQ:
- 6HQOIG-20-B-0023 ECS Federal
- 6HQOIG-20-B-0029 GDIT
- 6HQOIG-20-B-0032 HII Mission Technologies
- 6HQOIG-20-B-0031 LinTech Global
- 6HQOIG-20-B-0030 Peraton
Period of performance: 2/12/2020 - 2/11/2025
IDIQ Maximum per contract: $70M
In the event of resource attrition, can OIG please confirm that the incumbent supplier will be afforded the first opportunity to propose a replacement resource.
There is no intent to guarantee the incumbent first opportunity to replace a resource lost due to attrition, however the USPS OIG will reserve the right to direct requests to individual awardees rather than compete amongst all IDIQ contract holders.
3 Would the USPS OIG consider setting this procurement aside for small businesses?
Unfortunately the USPS OIG does not align under the FAR and has no requirement or ability to perform small business set asides.
4 Would the USPS OIG consider releasing this on STARSIII?
This procurement will be awarded as a stand alone contract to ensure that all USPS OIG clauses and terms/conditions are included rather than FAR based clauses.
5 Will the FTEs be required to work on-site, contractor-site, remote, or hybrid?
FTEs will be required to work on-site, contractor-site, remote, or hybrid based on the individual labor category solicitated and work to be provided. The work agreement will be defined when the labor category is solicited for.
6 Will the Supplier be required to have an FCL? At what level?
The supplier will be required to have at least a Secret FCL. There are occasional requirements for Top Secret positions, however if the supplier does not maintain a TS FCL, then they would not be permitted to propose FTEs for those specific requests. Lack of a TS FCL will not affect the supplier technical evaluation nor preclude them from a potential award.
How many task orders have been issued for Support Services Requirements (SSRs) tasks under the incumbent contracts?
1 labor hours task order is issued per IDIQ holder, and labor categories are awarded on those task orders. Approximately 150 SSRs were awarded during the current contract performance period (February 2020 to present).
The SOW specifies that the Supplier must provide a Program Manager. No Labor Category Description is provided in Attachment 3, Labor Category Description. Is the Program Manager considered an overhead position?
Yes.
Attachment 4, Instructions to Offerors: Regarding the Staffing/Transition Plan, what is the anticipated transition period?
Our goal is to to award 1-2 months in advance of the current contract expirations to provide adequate transition time.
Attachment 6, Labor Category Pricing Spreadsheet: For pricing purposes, what is the anticipated number of productive hours per year?
Most labor categories are full-time equivalent (FTE).
How will USPS evaluate proposals, and what weighting will be given to different evaluation criteria (e.g., technical capability, cost, past performance)?
Please see Attachment 4, Instructions to Offerors.
Could you elaborate on the process for issuing task orders under this IDIQ contract?
Specifically, how will task orders be competed among contract holders, and what timelines should we expect?
SSRs are typically competed amongst all IDIQ holders. Candidates are reviewed and evaluated as they are submitted and received, and until a final candidate is selected. The selection process has historically averaged approximately 60 days before a fully executed ATP is issued.
Regarding the Supplier Clearance Requirements (Provision 1-1), could you provide an estimate of the time required for clearance processing? Understanding this will help us better plan our resource allocation and onboarding processes.
USPS security clearance processing has historically averaged approximately 60 days from the issuance of the ATP.
