About this file

Addendum #1 for RFP No. P24003 is issued by HomeFront, MT for an Attainable Housing Professional Services contract. The addendum addresses three key clarifications: confirming the question deadline as Wednesday, July 10th at 3pm MDT, providing guidance on HUD-related forms, and adjusting the location for suggested contract edits to Tab 6. The RFP seeks a professional services firm to serve as a platform integrator for the Montana Community Reinvestment Plan (MCRP) as outlined in HB 819 from the 2023 legislative session.

The selected firm will be responsible for comprehensive housing development services, including design, development, and construction or rehabilitation of residential housing units. The agency requires the firm to develop an end-user package for property purchase and resale, coordinate fiduciary components, and establish lending and mortgage options. A critical requirement is creating a self-sustaining program without supplemental funding. The contract aims to support affordable housing initiatives by engaging a firm with extensive experience in housing development, financing models, and program implementation for qualified homeowners in Montana.

INVITATION FOR PROPOSALS (RFP) No. P24003, Attainable Housing Professional Services Text pertaining to Addendum #1

PLEASE NOTE: As long as you are registered for this RFP, you will continue to receive these notices.

We have received the following requests for information and hereby respond to each.

(1) Question deadline reference to Wednesday is referring to Wednesday July 10th and not the 8th?

AGENCY RESPONSE: Thank you for pointing out our error. The question deadline is indeed Wednesday July 10th at 3pm MDT.

(2) Attachment D and HUD related forms are not specifically referenced in the RFP. In the professional services platform we are contemplating proposing, HAB in its CRO capacity will not own anything at any point in the process. HAB will never be in a contractor owner scenario as suggested or described in the HUD documents. Moreover, we will not be seeking any funding scenarios that would involve any HUD programs to deliver the housing products contemplated by our platform. As such, are we still obligated to complete those documents?

AGENCY RESPONSE: Any HUD related forms for RFP’s are required to be sent out with the invitation. However, if the HUD form is not needed, the agency has the ability to “delete” the form.

(3) The RFP’s Sample Contract (attachment 4) states that any suggested edits to the contract must be placed behind Tab 4. Because this tab already suggests another topic be covered there, suggestion is to replace that reference with Tab 6.

AGENCY RESPONSE: Suggested contract edits to be placed/referenced behind Tab 6.

We are grateful for your interest in doing business with our Agency and we look forward to receiving a bid submittal from your firm.

Regards, Jessica Moorhead Director of Operations/Procurement HomeFront, MT
