About this file
This document is an addendum to an Invitation for Bid (IFB) issued by the California Department of Corrections and Rehabilitation (CDCR) for the Low Level Radioactive Waste Removal and Disposal Service of H3 Exit Signs at Avenal State Prison. The addendum extends the bid submission deadline from July 26, 2024, to August 1, 2024, and the bid opening from July 29, 2024, to August 5, 2024. The IFB package has been revised, with the Scope of Work updated in Exhibit A. The contractor will not be detaching the H3 exit signs, which have already been removed and stored in 55-gallon fiber drums. The contractor's responsibilities are to pack, transport, and dispose of the aging exit signs, along with providing proper documentation. The requirement for a California Contractors State License Board (CSLB) C-45 Sign Contractor license has been removed, as no electrical work is required.
The contract is for the services of low-level radioactive waste removal and disposal of the H3 exit signs at Avenal State Prison located in Kings County, California. The winning bidder will be compensated based on the rates specified in Exhibit B-1, Rate Sheet, which includes all labor, travel, materials, supplies, tools, equipment, licenses, permits, insurance, and personnel required to provide the services.

TO: PROSPECTIVE BIDDER
RE: INVITATION FOR BID (IFB), LOW LEVEL RADIOACTIVE WASTE REMOVAL AND
DISPOSAL SERVICE OF H3 EXIT SIGNS, C5612119-D, REBID 1, ADDENDUM NUMBER 1.
The deadline for submission of your bid has been extended from July 26, 2024, by 11:00AM to August 1, 2024, by 11:00AM. The bid opening has been extended from July 29, 2024, at 2:00PM to August 5, 2024, at 2:00PM.
BID Number C5612119-D, Rebid 1, IFB package has been revised for your reference. You may view or download a copy of the revised IFB document(s) by accessing the California State Contracts Register (CSCR) at https://www.caleprocure.ca.gov/pages/index.aspx.
The following corrections have been made to the IFB C5612119-D, Rebid 1:
Exhibit A, Scope of Work has been revised and replaced with Exhibit A, Scope of Work Addendum 1.
1. Section 2. CONTRACTOR RESPONSIBILITIES, the first sentence was edited to read, The
Contractor will not be detaching H3 Exit signs from any structures. The Contractor shall dispose of all ready detached Self Luminous H3 Exit signs with internal light sources powered by tritium gas. Tritium gas is a radioactive isotope of hydrogen (H3).
2. Section 3. LICENSES/QUALIFICATIONS, the first sentence that stated, The Contractor shall provide the State with a valid Contractors State License Board (CSLB) C-45 Sign Contractor was removed.
In addition, the purpose of this Addendum 1 is to answer the following questions asked during the letters of inquiry period:
Question #1 Are the exit signs identified in the bid specification affixed to the building?
CDCR Response to Question #1 No, the exit signs have been removed and are stored in 2 x 55-gallon fiber drums.
Question #2 Reference: A Class C-45—Sign Contractor fabricates, installs, and erects electrical signs, including the wiring of such electrical signs, and non-electrical signs, including but not limited to post or pole supported signs, signs attached to structures, painted wall signs, and modifications to existing signs.
Please describe the basis for requiring a California Contractors State License Board (CSLB) C-45 Sign Contract license? For example, is the winning bidder required to install, uninstall or erect electrical signs or otherwise required to wire electrical signs during the removal of the exit signs from the premise?
CDCR Response to Question #2
The contractors are to pack, transport and dispose of aging exit sign (H3). The winning bidder will not be required to wire electrical signs, install or uninstall any exit signs.
Prospective Bidders
Question #3 If work described by the specification does not include electrical work and if the signs are not currently installed at the premises, would CDCR consider removing the requirement for a CSLB C-45 license?
CDCR Response to Question #3 The exist signs (H3) are removed and stored inside fibers drums; therefore, no need to do any electrical work, but lab pack, transport, and dispose of the exit signs (H3) along with proper paper documentation. The CSLB C-45 license has been removed form License/Qualification section.
The letters of inquiry period ended on July 19, 2024.
The deadline for submission of your bid has been extended to August 1, 2024, by 11:00 AM.
If you submit a new bid, your first bid will be returned unopened. However, if you have already submitted a bid and you do not submit a new bid, your current bid shall remain in our files, unopened, until the new bid opening date.
