About this file

This is an Addendum 1 to Request for Proposal RFP-146-23 issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, in coordination with the Energy and Environment Cabinet, Division of Oil and Gas. The addendum addresses the KASTOW (Kentucky Abandoned Site Toxic Orphan Well) program for Metcalfe County #001 and provides clarifications regarding well plugging and reclamation procedures. The project involves plugging and seeding abandoned wells, with contractors required to complete all plugging and seeding work within 24 months, followed by an additional 12 months to establish vegetation. Invoicing is permitted on a per-well basis upon completion of plugging and seeding, provided all required documentation is submitted and approved.

The addendum specifies that Class A Cement is the standard requirement for the plugging procedure, with variations approved only in special cases such as H2S wells. Performance bonds must remain valid for two years following the final payment date. This addendum was issued on November 8, 2022, and applies to the sixth round of KASTOW RFPs, which includes eight counties: Lawrence, Clinton, Lee, Metcalfe, Muhlenberg, Powell, Russell, and Union.
