About this file

This is Addendum #1 to an Invitation for Bid (IFB 6100064773) issued by the Pennsylvania Department of Transportation (PennDOT), Engineering District 5-0, dated November 5, 2025. The addendum clarifies bidding procedures and specifications for the furnishing and installation of loop detector sensors across six counties: Berks, Carbon, Lehigh, Monroe, Northampton, and Schuylkill. The solicitation requires electronic bid submission by November 13, 2025, at 10:00 AM. The contract scope includes three primary line items: furnishing and installing site traffic loop sensors (each), maintenance and protection of traffic (per hour), and separate pricing for nighttime and daytime work (per hour). The contract term is one year with potential two-year renewals allowing for a 3% line item increase per renewal period. Contractors must be capable of responding to requests within 48 hours and performing work simultaneously across multiple work areas.

The addendum addresses key pricing and specification questions from potential bidders. For loop sensor installation, which varies in size from 6x6 up to 8x50 feet, bidders are instructed to average all sensor sizes and provide a single per-unit price. For maintenance and protection of traffic, pricing should be calculated per flagger per hour, with bidders charging separately for each additional flagger if more than one is utilized on a project. Daytime and nighttime work rates are intentionally separated in the bid structure to allow for cost differentiation, though bidders may submit identical pricing if costs are the same. The issuing officer notes that individual counties within District 5-0 may have different processes but emphasized that bidders should simply place pricing according to the line item structure, regardless of county variations.

To All Suppliers:

The Commonwealth of Pennsylvania defines a solicitation “Addendum” as an addition to or amendment of the original terms, conditions, specifications, or instructions of a procurement solicitation (e.g., Invitation for Bids or Request for Proposals), including but not limited to questions and answers, which are considered a material part of the solicitation.

Please see the following update:

Addendum #1 does the following:

ITEM OF WORK (BID ITEM):

1. Furnish & Install Site Traffic Loop Sensors (each)

There can be different size loops from a 6x6 up to 8x50. How do I give a per each with all the different sizes?

Average out all sensors…

2. Maintenance & Protection of Traffic (per hour)

This can vary depending if we are working during the day or night. Also there will be times 3 flaggers can be utilized as well as 5 flaggers depending on the situation. Do I give a number based on 1 flagger per hour?

Correct, if you use more than one flagger charge per flagger.

3. Night-time work (per hour)

4. Day time work (per hour) Can both of these items (Night & Day work) be broken out in Item 1?

I set day and night separately, due to not knowing if one would cost more than the other. Each county has their own process. Just place a price, if they both the costs the same, that is fine.

Except as clarified and amended by this Addendum, the terms, conditions, specifications, and instructions of the solicitation and any previous Addendum(s), remain as originally written.
