About this file
This document is an Addendum to Request for Proposal (RFP) RFP-144-23 issued by the Commonwealth of Kentucky Department for Facilities and Support Services Division of Engineering and Contract Administration for the KASTOW - LEE COUNTY #002 project for the Energy & Environment Cabinet Division of Oil and Gas. The addendum contains responses to questions submitted by bidders, including the required cement type (Lawrence #002 Class A Cement), the payment process for invoicing completed well plugging and reclamation work, and the timeframe for contractor completion (two years to plug and seed the wells, and an additional year to establish vegetation). The bond for the project will be valid for two years following the final payment.
The document also clarifies that the 6th round of RFPs, which includes the Lawrence #003, Clinton #001, Lee #002, Metcalfe #001, Muhlenberg #002, Powell #003, Russell #001, and Union #002 projects, all have the same two-year completion timeframe for plugging and seeding the wells, and an additional year to establish vegetation.

QUESTION: RESPONSE:
1. What type of cement is required in the plugging procedure. Is it
Portland Type 1/2 Class A Cement or is a blended cement such as 50/50 Paz (50% Portland Type 1/2 and 50% fly ash) acceptable?
Lawrence
#002
Class A Cement is the standard KDOG requirement, variation can be approved only in special cases (e.g.
H2S well).
2. Once well has been plugged and reclaimed, can that particular well be invoiced? Will state pay invoices as wells are plugged or will it be after all work is completed and reclaimed?
Lawrence

Yes, once the well has been plugged and seeded, an invoice may be submitted. Invoices will be paid per well as long as all required documents are submitted and approved.

Lawrence
#002
The bond shall be good for two (2) years following the date on which the final payment is made.
