About this file
This is an Addendum to an Invitation to Bid (ITB 26-701) issued by DeKalb County School District (DCSD) in Georgia for Kitchen Equipment Maintenance and Repair Services. The solicitation, initially posted on July 10, 2025, requests vendors to provide maintenance and repair services for kitchen equipment. Responses must be received by the Purchasing Department before 2:00 PM on Thursday, August 14, 2025, with a virtual public bid opening scheduled for 3:00 PM EST on the same date via Microsoft Teams. The requesting department is Operations, and the buyer is Sierra McGhee-Adams. All offerors are required to acknowledge receipt of Addendum No. 1 by signing and uploading the acknowledgment with their bid submissions.
This addendum addresses a vendor question regarding licensing requirements for refrigeration work on walk-in coolers and freezers. DCSD clarified that bidders must possess professional qualifications and technical competence in accordance with applicable Georgia law and all licensing requirements. The solicitation sections 1.A, 3.A, 3.B, and 2.V establish that any refrigeration work requiring state licensure, such as systems attached to permanent structures, must be performed by properly licensed professionals. The district determined that no revision to the solicitation language was necessary, as the existing requirements already mandate compliance with state licensing regulations for refrigeration work. Vendors with questions should contact solicitationquestions@dekalbschoolsga.org or call 678-676-0532.

# Questions Referenced RFX Section Answers
1.
Will the county consider revising the solicitation to require only licensed mechanical contractors for work on walk-in coolers and freezers? This adjustment aligns with Georgia law, which mandates licensing when refrigeration is attached to a permanent structure. Additionally, it ensures the safety of children by employing qualified professionals and promotes fair competition at competitive pricing.
The EPA qualification listed on the solicitation isn't a license it's just a certification that states they know how to handle refrigerant which has nothing to do with repair, design, and installation of refrigeration equipment.
As outlined in Sections 1.A, 3.A, and 3.B, DCSD requires that bidders possess the professional qualifications, technical competence, and experience necessary to perform the services in full compliance with all applicable laws, including licensing requirements.
Additionally, Section 2.V states that any bidder holding a professional license regulated by the State of Georgia must submit a valid copy and maintain it throughout the contract term.
Accordingly, any refrigeration work requiring a state license such as systems attached to permanent structures must be performed by properly licensed professionals. The solicitation language already covers this requirement; therefore, no revision will be made.
