About this file

This is Addendum 1 to Invitation to Bid (ITB) 26-09-005 issued by the Oconee County Board of Commissioners for construction of a roundabout at the intersection of Colham Ferry Road and Astondale Road. The addendum, dated October 24, 2025, modifies the original solicitation documents from September 30, 2025, and addresses 20 questions submitted by prospective bidders prior to the October 20, 2025 deadline at 5:00 pm. The project requires construction of a roundabout with associated roadway improvements on four legs, including paving, graded aggregate base installation, truck apron concrete (stamped red), and median work. The project duration is 180 calendar days, with work hours unrestricted Monday through Saturday and no work permitted on Sunday. The project disturbs less than 1 acre and therefore does not require a Notice of Intent filing with the Georgia Environmental Protection Agency. Oconee County will provide material testing and construction inspection services; contractors are not required to hire Construction Quality Assurance services.

Key clarifications in the addendum address paving scope, materials, and construction methodology. Rumble strips shown on the drawings have been removed from the project scope with no pay item added. Full-depth paving is required only for new paved surfaces outside existing pavement limits, while variable-depth surfacing applies within existing paved areas to meet line and grade requirements; the Schedule of Values quantities account for these conditions. Graded Aggregate Base (GAB) item 0015 will be measured and paid per compacted square yard of 8-inch thickness. The contractor may remove the existing corrugated metal pipe and backfill the trench or alternatively plug and fill it with flowable fill. Variable message boards will be provided by Oconee County. Contractors are responsible for inspecting field conditions and pricing fence replacement in-kind, anticipating new fence installation. The contractor maintains responsibility for traffic maintenance and staging paving work to sustain traffic flow throughout construction. CAD files are available at a designated Hightail link.

The typical sections on Sheet C003 are not comprehensive. Full depth replacement is not required for the full limits hatched in grey on Sheet C201. Full-depth replacement is only required for all new paved surfaces outside the limits of the existing paved areas. Variable depth surfacing is required within the limits of the existing paved surfaces to meet line and grade of the proposed roadway improvements. The quantities provided in the Schedule of Values are intended to provide for these conditions.

3. Can a pay item be added for variable message boards?

Variable message boards will be provided by Oconee County.

The Contractor may choose to remove the CMP pipe, backfill the resulting trench in appropriate lifts and ensure that the final condition meets the compaction requirements of the project. Or the contractor may select to plug and fill the CMP with flowable fill.

8. What are the work hours for this project?

Unrestricted Monday through Saturday, no work on Sunday.

Please advise how County is planning to build full depth sections under live traffic since plan does not show any temp. road widening or traffic shift in order to construct full depth sections around Roundabout truck apron and All on Four legs of roadways?

The typical sections on Sheet C003 are not comprehensive. Full depth replacement is not required for the full limits hatched in grey on Sheet C201. Full-depth replacement is only required for all new paved surfaces outside the limits of the existing paved areas. Variable depth surfacing is required within the limits of the existing paved surfaces to meet line and grade of the proposed roadway improvements. The quantities provided in the Schedule of Values are intended to provide for these conditions. The Contractor will be responsible for maintenance of traffic and staging full depth paving and overlay in a manner that maintains traffic throughout the duration of the project.
