ADDENDUM # 1

Powder Activated Carbon Building Retrofit

ITB 21-111-PW

This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force.

This addendum shall be added as a part of the original bidding document and shall become part of the work required.

Description of Changes:

1. Specification Section 01010 Summary of Work, 1.06 Permits; replace “A. The Owner shall obtain and pay for a building permit as required by the City of Springfield.” with “The Owner shall obtain and pay for the commercial building permit (P#811-21-003251-STR) and the Minimum Development Standards – Minor permit as required by the City of Springfield. All other permits (LDAP, electrical, mechanical, plumbing) shall be the responsibility of the contractor as required by the City of Springfield”.

2. Add Attachment 2 – Specification Section 09900 Coating Systems to the specifications

3. Replace Section 00450 Minimum Qualifications with the REVISED Section 00450 Attached.

Answers to Questions:

Question: Confirm what is required under Section 16001, 1.3 Requirements for Commissioning, C.

Response: Remove the text, “medium, chemicals” after the word labor and before the word tools.

Question: What is the AIC rating of Panel PNL-CB1?

Response: The new CB-1 panelboard, following EWEB service upgrade, will be rated for 14kA.

Also, does EWEB have documentation on past Arc Flash Studies that would aid in the procurement of new Arc Flash Labels?

Response: The service is scheduled for upgrade, by EWEB Electric, as part of this project. The two (2) 25kVA, pole-mounted transformers, in open-delta configuration, are scheduled to be replaced by a single 75kVA, delta-wye configuration, pole-mounted transformer. Please see design drawings 38300-E400 – E402 for detail regarding the service upgrade. Given the fact that the service will be upgraded and altered, the available fault current at the service disconnect will increase, rendering previous Arc Flash Studies in need of an update. If label formatting is the primary concern, for ‘procurement of new Arc Flash Labels’, please see the Attachment 1, Existing Panel CB-1 Label.

Question: What would EWEB like to see for Exhaust Fan requirements? (I.E. Horsepower, Size, CFM rating, etc.)

Response: Please see the drawings D-38300, Sheet M2 (HVAC Schedule) and Sheet E503 (Panel Schedule).

Question: I could not find a paint specification, can you please verify if there is anything that will need to be field painted: Man Door, Footing Below Grade Damp Proofing, Concrete Floor Sealer, Interior Steel Decking and Structural Steel, Interior Existing CMU Wall, Piping, Etc.

Response: Add Attachment 2 – Specification Section 09900 Coating Systems to the specifications and note the following:

• Concrete Floor Sealer – See drawings D-38300, Sheet M1, Sheet Notes, 2. C. (Concrete Sealer) and Specification 033000 Cast-In-Place Concrete Work, 2.6, D., 2. For clarity, Apply sealer in accordance with ASTM C309, Type 1 at coverage rate of 200 s.f./gallon.

• Interior Existing CMU Wall – Not field coated. Where existing walls are cored or coating is damaged from construction, the contractor shall touch up in accordance with Section 09900.

• Structural Steel - Not field coated. Where field welding is required, the contractor shall touch up in accordance with Section 09900.

• Footing Below Grade Damp Proofing – At all existing concrete surfaces where new concrete will be poured against existing concrete, prepare existing concrete by pressure washing, roughening surface, and applying a bonding agent. All other vertical portions of the footing will not be field coated.

• New Doors - Field coats and touch up shall be in accordance with Section 09900.

• Existing Doors and all piping – Not Field Coated.

• Interior Steel Decking – Decking and accessories shall be formed from steel sheets conforming to ASTM A653 with ASTM A653 light commercial galvanized coating.

Question: Is it possible to provide a door schedule for the man door, it’s not clear on the size of the door and glazing?

Response: Insert the following door schedule in Specification Section 081100 after 2.04, A.:

New Doors Width Height Fire Rating Door Finish Glazing Frame Man Door 3-ft. 7-ft. Not Rated Field Coated Fully-tempered, clear float glass Field Coated

Question: Section 00450 states 2 different requirements for qualification of the general contractor.

Page 1 states 3 similar projects in the past 5 years while the submittal to be turned in with the bid states 3 similar projects in the past 10 years. Can you please clarify this requirement?

Response: General contractor minimum qualifications should be 3 similar projects in the past 10 years. Revised Section 00450 attached.

CLOSING DATE AND TIME

The closing date and time will remain unchanged.

This addendum constitutes a MATERIAL CHANGE to the bid. ITS RECEIPT BY THE BIDDER IS TO BE ACKNOWLEDGED BY A SIGNATURE AND RETURNING A COPY OF THE ADDENDUM WITH ITS RESPONSE OR
