About this file

This document is Addendum #1 to Invitation to Bid (ITB) #2025-012 issued by the City of Salem, Virginia, for the procurement of cooling tower equipment for Andrew Lewis Middle School. The bid due date has been changed from September 4, 2024 to September 19, 2024 at 3:00 pm, and the questions deadline has been changed from August 28, 2024 to September 10, 2024 at 3:00 pm. A site visit is scheduled for September 5, 2024 at 1:00 pm. The addendum addresses various vendor questions, including the City's preference for an Evapco cooling tower over a BAC unit, the existing vibration isolation and steel dunnage, and the option for a crossflow design. The City is open to considering alternate cooling tower models that meet the specifications.

The existing cooling tower is a BAC Series 300 Model #3552A/Q, Serial #U037324801. The City is interested in maintaining consistency with Evapco units at other facilities, and the successful bidder will be required to provide new vibration isolators. The City is willing to modify the existing steel structure, if necessary, to accommodate the new cooling tower. Bidders must include the signed addendum in their bid submittal.

COOLING TOWER EQUIPMENT FOR ANDREW LEWIS MIDDLE SCHOOL

DATE AND TIME BID DUE: SEPTEMBER 19, 2024 AT 3:00 P.M.

ADDENDUM # 1

This Addendum # 1, dated August 28, 2024, amends or supplements Invitation to Bid (ITB) # 2025-012 as indicated below:

I. Bid Due Date:

The bid due date is hereby changed from September 4, 2024 at 3:00 p.m. to September 19, 2024 at 3:00 p.m.

II. Questions Due Date:

The questions deadline is hereby changed from August 28, 2024 at 3:00 p.m. to September 10, 2024 at 3:00 p.m.

III. Site Visit:

There will be a site visit scheduled for September 5, 2024 at 1:00 p.m. at Andrew Lewis Middle School. We will meet on the Tennessee Street side of the school.

IV. Vendor Questions:

1. The Bid says you are looking for a cooling tower, but are you looking for someone to install it to? I noticed on your bidder acknowledgment & data sheet that you want a VA contractor's license and a couple other items that you are asking for. So just wanted to make sure you guys do not want this to be a turnkey project or do you just want the equipment and then will use someone else to install it.

Equipment ONLY, bidder acknowledgment form is a standard form.

2. It is currently listed as Evapco, but I believe the existing tower was BAC.

The City would prefer the Evapco unit vs. BAC. This existing BAC at Andrew Lewis Middle School is the only BAC that we have currently have. All our other cooling towers are Evapco and we are trying to be redundant with our systems and have the same units in multiple locations which makes repairs, parts and maintenance much easier. Any bidder wishing to bid other than the brand specified shall submit specifications with the sealed bid submittal. Any item which the City, in its sole discretion, determines to be the equivalent of that specified, considering quality, workmanship, economy of operation, and suitability for the purpose may be accepted.

3. With the BAC model, is there existing vibration isolation and steel dunnage that could be reused?

Yes, steel is there and can be used if the new cooling tower is the same size as the existing one. Vibration isolation will need to be upgraded due to building code changes and the existing ones are not made any longer.

4. Could someone relay the nameplate model and serial number for the current machine?

BAC Series 300 Cooling Tower, Model #3552A/Q, B.A.C Serial #U037324801.

5. Would the City of Salem accept an alternate of a crossflow design using single or dual air inlets in lieu of four sides of a counterflow tower? Crossflow would minimize the potential of recirculation and capacity reduction. Crossflow is also easier to maintain as they permit access inside the basin level area for safely servicing drive components.

Possibly, if it does not require major rework of the existing area where the cooling tower sits.

6. I looked at Google Earth and noticed the cooling tower was on an elevated roof creating maintenance risks with two sides close to high walls that could restrict airflow.

The existing area is to remain as is.

7. We are a cooling tower manufacturer's rep who would like to submit a competitive bid for the tower design. Our footprint and tower height are different from those of the specified unit, and we would like to conduct a site visit to review whether our unit would fit with the current support structure and piping connections. Please advise if this is acceptable.

Yes, see Site Visit above.

8. The footprint dimensions and height were in the RFP and we are 2” wider and 2’ and our piping connections are probably in different locations and heights. We also notice the need for spring isolators and did not know if those are existing to the current tower. If the scope is to install a new tower without modifying the existing steel supports and pipe connections then we cannot meet the RFP and will not pursue the bid.

The steel structure can be modified, if needed, by the City. Per Attachment B, Specifications, vendor to provide new isolators.

BY SIGNING THIS DOCUMENT, THE BIDDER ACKNOWLEDGES THAT THEY HAVE RECEIVED THIS ADDENDUM # 1 AND

FULLY UNDERSTANDS THESE CHANGES.
