About this file

This Addendum #1 document clarifies questions and provides additional information for Invitation for Bid (IFB) 55-041326B issued by Appalachian State University, a division of the State of North Carolina, for network hardware and software licenses. The procurement encompasses Cisco Catalyst network switches, wireless access points, power supplies, network modules, and associated software licenses across multiple residential facilities. Key corrections and clarifications include confirmation that the 50-month contract term is correct for co-terming with existing licenses (not 3 or 5 years), correction of line item quantities on page 27 where secondary power supplies and network modules were inadvertently combined, specification changes replacing the C9105AXW-B access point (end of sale 12-31-2026) with the CW9172H model, addition of redundant power supplies for the C9300-48P-A and 9500-48Y4C-A switches, and confirmation that Unified Licensing Advantage (CISCO-NETWORK-SUB SKU) is required for the 9172H access points. The bid submission deadline is April 27, 2026, at 2:00 PM EDT, with written questions having been due by April 22, 2026, and question responses issued on April 24, 2026.

The addendum addresses critical pricing and submission requirements, including confirmation that all attachments must be included with bid submittals and that pricing tables must be converted to PDF format for submission via the eVP system to maintain formatting integrity. Bidders must apply sales taxes appropriately, as Appalachian State University is exempt from sales tax on most items but certain items within the bid are taxable. The University clarified that there is no E-Procurement fee associated with this solicitation and does not currently have a Cisco Deal ID available. Quote expiration dates are not acceptable; all bids must include pricing effective as of the contract award date. The University confirmed that the procurement does not require the software licenses to be added to the existing Enterprise Agreement (SUB1491386) and reiterated that electronic responses only are accepted for submission.

IFB55-041326B Network Hardware and Software Licenses – Questions & Answers:

Question: Some of the lines say 50-month terms but in the language it says 3 years. Cisco support contracts for 1,3, or 5 years. Is it 3 year or 5 year contract you are looking for on those items?

Answer: The 50 Month time period is correct. We are doing this to co-term it with our current licensing.

Cisco will do co-terming for these.

Question: On page 27 it looks like the secondary power supply and the NM-8X network module got combined. I assume it is supposed to be a quantity of 8 on each one and not a quantity of 810.

Answer: Correct - here's what it should be:

PWR-C1-1100WAC-P/2 1100W AC, 80+ platinum Config 1 Secondary Power Supply, 8qty C9300-NM-8X=,Catalyst 9300 8 x 10GE Network Module, spare, 10qty

Question: Should I include everything from the attachment page when submitting my bid or will this be required only after the bidder is chosen?

Answer: All Attachments should be included with the Bid Submittal.

Question: On the terms and conditions document listed within the RFP, are these the terms and conditions that we are being held to-or do you all have a separate terms and conditions letter?

Answer: The bid document includes the terms and conditions. Additionally, NC general terms and conditions apply.

Question: I would like to know if it's okay that I converted the price table into Excel. It still breaks down each room with the required parts.

mailto:brownlg2@appstate.edu

Answer: We need clear and concise pricing - also, to ensure the formatting and layout remain intact, please convert this Excel document to a PDF before uploading it to the eVP system.

Question: PG 14, Section 4.18: Will the University consider removing 4.18. SUSTAINABILITY EFFORTS? This condition doesn’t seem applicable since specific products were requested.

Answer: This is a State Form - it basically states that we encourage the purchase of sustainable products, not that it is mandatory

Question: PG 5, Section 5 & 6: It appears the following are missing under Section 5 & 6: 5.0 to

5.2 to 6.4 to 6.6 to 6.8. Can the University please provide these sections or confirm they are not applicable to this request?

Answer: These sections were omitted

Question: For the C9300-48P-A, can you confirm you need an 1100W redundant power supply for each. If so, you need 2 power cords for each switch. The spreadsheet currently only has 1 power cord per switch.

Answer: Yes, redundant power supplies are required.

Question: Can you confirm that you want the C9105AXW-B even though it is End of sale 12-31-26?

Answer: Given the end of sale date we are good going to the CW9172H.

Question: Can you state the applicable sales tax rate? How does this need to be reflected on your spreadsheet? Per line item? Or a subtotal?

Answer: We are a State Entity and exempt from Sales Tax for most items but Certain items included in this bid are taxable, while others are not. Please ensure taxes are applied accordingly.

Question: Can you confirm that this order will have an E-Procurement fee? If so, what is the rate?

Answer: There is no E-Procurement Fee for this bid

Question: Can you elaborate on the column titled Term (M) ? The part numbers reflect DNA 3 year a la cart licensing but the term is noted as 50. Do you desire to add this to your existing Enterprise agreement SUB1491386, locking in the lower original May 4, 2023 pricing?

Answer: No this does not have to be part of the existing EA agreement. We do request the 50 month term to co-term with our existing licenses end of term.

Question: Is it reasonable to provide you a quote with an expiration date on the quote of May 2, 2026?

Answer: All bids need to be submitted with pricing that will be effective on the date the contract is Awarded

Question: Do you have a Cisco Deal ID for us to reference.

Answer: We currently do not have a Cisco Deal ID.

Additional Information:

With the move to different AP (9172H) for some of the APs, the license for these need to change to

Unified Licensing Advantage (separate CISCO-NETWORK-SUB sku)

For the 9500-48Y4C-A distribution switches, a redundant power supply needs to be added to them.

REMINDER: Electronic responses ONLY will be accepted for this solicitation.
