About this file

This is Addendum No. #1 issued by the Wayne County Procurement Division on Thursday, April 24, 2025, for an Invitation for Bids (IFB) related to Air Compressor Replacement (Control #37-25-042). The addendum modifies key details of the original solicitation, including extending the bid response due date from April 29, 2025, to May 14, 2025, at 2:00 PM Local Time, and rescheduling the virtual bid opening to the same date at 2:15 PM. Additional site visits are permitted on April 30, 2025, between 8:00 am and 12:00 pm at two locations in Southgate and Detroit, Michigan, with specific contact persons provided for confirmation.

The addendum clarifies that existing 5 Horse Power (HP) compressors will be replaced with 10 HP compressors at specified locations. It addresses potential bidder questions, including confirmation that no oil-water separators are needed due to existing building drainage systems, and indicates willingness to consider duplex compressor configurations and bundled pricing for compressors and dryers. The document also suggests openness to pricing for extended warranties and preventative maintenance, with a note to refer to a revised price sheet that will be issued with the addendum. Bidders are encouraged to contact specific county representatives to confirm site visit details and ask additional questions before the extended IFB question deadline of May 1, 2025, at 4:00 PM Local Time.

ANSWERS TO QUESTIONS:

1. Are oil-water separators needed? We highly suggest the addition of “oil-water separator.

This will filter compressor lubricants from compressor condensate and will provide EPA compliance. This will also help to recycle used lubricants. Without this, you would be in violation of the EPA standards. They currently do not have in place, whereas the compressor condensate is going into storm drains.

ANSWER: No. Separators are not needed because the line that the compressor blows into goes into the sand oil separator for the building. No drains in the building go into the storm drain, they all are sanitary and go through a separator.

2. Would Wayne County like any of the compressors duplex?

ANSWER: Yes, at Building 1 – 29900 Goddard, Romulus where the two (2) compressors are located in same building. In addition, these compressors are to alternate starting. Also, see Revised Price Sheet.

3. There are bundling discounts for compressors and dryers, can we price each area as a bundle vs. line item? This will keep your costs down, material costs, reducing trip charges etc.

ANSWER: Yes, see Modification #5 of this addendum.

4. Would Wayne County like pricing on extended warranty or preventative maintenance?

ANSWER: Yes, see Modification #5 of this addendum.
