About this file

This document is an Addendum to an Invitation for Bid (IFB) issued by the California Department of Water Resources (DWR) for as-needed telecommunication wiring infrastructure upgrade services. The Addendum includes responses to bidder questions, revisions to the bid sheet, and clarifications on test equipment and fusion splicer specifications. The contract will provide new fiber optic and copper telecommunications wiring infrastructure to meet the increasing demand for high-speed data transfer, voice communications, and video networks. The contract term is not specified.

The bid sheet includes hourly labor rates for various telecommunications cabling and installation classifications, as well as unit prices for materials such as fiber optic and copper cables, patch panels, enclosures, conduit, and specialized test equipment. Bidders are required to bid on each item, with a zero dollar amount interpreted as agreeing to perform the service at no cost to the state. Subcontracted work and rented equipment will be invoiced at cost plus 15% markup. The state will use the bid sheet to determine the lowest responsive bidder, but the actual quoted prices will be binding for the contract term.

IFB No. 10190859

Addendum 1

August 23, 2024

To All Prospective Bidders:

Invitation for Bid (IFB) No. 10190859 for as-needed telecommunication wiring infrastructure upgrade services has been revised. Addendum 1 includes the following:

A) DWR received the following questions:

Q1. Per linear foot: how to handle minimum order quantities for “uncommon” materials?

A1. Please provide the per linear foot price on the bid sheet. The minimum order quantities will be addressed, on an as needed basis, during the Service Request and Letter of Authorization process.

Q2. Why is a C-10 license required as opposed to a C-7 license?

A2. Per the Department of Consumer Affairs, Contractors State License Board, a C-7 contractor may run conduit and raceways for low voltage (91V or less) systems. On occasion, it may be necessary for the awarded contractor to install raceway and conduit for 120V power applications, and therefore a C-10 license is required.

Q3. Can you provide specifications on test equipment and fusion splicer?

A3. The test equipment and fusion splicer were clarified to specify make and model. Please refer to Attachment I, Revised Bid Sheet (Addendum 1) below.

B) Attachment I, Bid Sheet, (pages 19-31 in the original solicitation), has been replaced with the following fifteen (15) pages, Attachment I, Revised Bid Sheet (Addendum 1).

Bidders must use and submit Attachment I, Revised Bid Sheet (Addendum 1) as a part of the bid submittal packet. Failure to submit bid on Attachment I, Revised Bid Sheet (Addendum 1) will result in rejection of bid.

REVISED BID SHEET

(Addendum 1)

The rates indicated below will be used solely for computing the cost as a fair and equitable formula to determine the low bidder and is not binding on the contracting agency. However, the actual costs quoted below by the bidder shall be binding for the term of the Agreement.

The bidder hereby agrees to provide all labor, materials, licenses, permits, and transportation necessary to perform all services required for the foregoing titled work in accordance with the Scope of Work, Exhibit A. The rates listed on this Bid Sheet shall include every item of expense, direct and indirect (including all labor, materials, licenses, permits, applicable bonds, taxes, etc.)

which are necessary to perform the services in the SOW.

The bidder is required to bid each item. Failure to indicate a dollar amount in any item will be grounds to reject the entire bid. A zero dollar ($0.00) amount listed for any and all items will be interpreted and understood by the State to mean that the bidder indicating a zero dollar amount shall perform any such services, up to and including the quantity indicated, at no cost to the state.

Subcontracted work needed for a service request will be invoiced at cost plus fifteen percent (15%). Copy of original receipt for subcontracted work must be submitted with invoices as supporting documentation.

Contractor or subcontractor(s) rented equipment not listed on the bid sheet will be invoiced at original rental cost plus fifteen percent (15%) markup. Contractor will provide a copy of the original receipt of the rental equipment with submitted invoices as supporting documentation.

All purchased materials needed for a service request will be invoiced at cost plus fifteen percent (15%). Contractor must provide a copy of original receipt(s), for purchased materials, with invoices as supporting documentation.

The Service Request and Letter of Authorization procedures will be used for typical Service Requests and urgent or emergency situations to procure or rent additional equipment, provide labor and materials, which were unforeseen and not listed in Exhibit B, Attachment 1 (Bid Sheet).

DWR will request the need for services by submitting a Service Request form to Contractor. Contractor will provide a detailed description of equipment needed, any work to be performed, and all associated costs required to complete work. Contractor must attach their or subcontractor’s current, usual and customary posted rates to each Service Request. DWR will pay Contractor in accordance with the Contractor’s or subcontractor’s current, usual and customary posted rates. DWR will review and evaluate the costs outlined in the Service Request. If DWR approves the Service Request, DWR will issue a Letter of Authorization, authorizing Contractor to begin work. Contractor will not be paid for any equipment, materials, or services if a Letter of Authorization is not approved and signed by DWR.

DWR may also provide payment on the basis of actual progress or completion/delivery of services, manufactured or supplied parts.

Contractor must submit to DWR, a completed and signed copy of Exhibit B, Attachment 2 (Department of Industrial Relations (DIR) Registration Certification) with every invoice for all contractors and subcontractor(s) performing work under this contract that is subject to California prevailing wage rate law.

Travel and Per Diem DWR will pay Contractor for travel and per diem expenses according to Exhibit E, Attachment 1 (Travel and Per Diem Expenses).

Training On-site: DWR will pay Contractor at the hourly rates listed on this Bid Sheet for any on-site training.

In-class or online: DWR to pay Contractor according to their current rates. Contractor will be paid subcontractor’s rates listed on website plus fifteen percent (15%) for any in-class or on-line training which is subcontracted out. Contractor must provide copy of original receipt(s) with invoices as supporting documentation.
