About this file
This Addendum 1 document, issued May 26, 2026, modifies the Request for Proposals (RFP #S-Q10054-00016958) for Geotechnical Engineering On-Call Services issued by the Urban Flood Safety & Water Quality District (UFSWQD) in Portland, Oregon. The addendum addresses three primary modifications to the original solicitation: the proposal page limit has been increased from 12 to 15 pages, not including reports, resumes, and similar attachments, with individual resumes limited to one page each; Evaluation Criteria #2 has been corrected to reference "Proposing Firm's experience with Geotechnical Engineering Services" rather than "Pump Station Services"; and clarification has been provided that the evaluation criteria section title pertains to geotechnical engineering services specifically. The proposal submission deadline remains unchanged at June 15, 2026 at 2:00 P.M. PST via the OregonBuys electronic portal. Bidders are required to acknowledge receipt of this addendum by entering the addendum number on their bid form.
The UFSWQD seeks qualified vendors to provide comprehensive geotechnical analyses of levee assets and facilities on a task order basis, with proposals evaluated on a 100-point scale covering firm structure and key personnel (25 points), experience with geotechnical engineering services (30 points), understanding of services and implementation approach (30 points), and community outreach and environmental sustainability commitment (15 points), plus potential interview scores of up to 100 additional points. The District intends to award up to two on-call price agreements with a combined compensation cap of $400,000 based on hourly rates inclusive of overhead and profit, with subconsultant and expense markups not exceeding 5% each. The initial contract term is five years with options for up to three additional one-year renewals, with individual task orders specifying scope, schedules, and maximum compensation. Required insurance coverage includes Commercial General Liability ($1,000,000/$2,000,000), Commercial Automobile Liability ($1,000,000), Workers' Compensation compliance, Umbrella Liability ($5,000,000), and Professional Liability ($1,000,000 per claim with deductibles not exceeding $10,000).
