About this file

This addendum modifies the bid requirements for the Ivy Morton Water Line Project 2014-04, extending the bid submission deadline from Tuesday, December 5th to Tuesday, December 19th. The project involves construction of a potable water pipeline with associated infrastructure, including hydrant assemblies, ductile iron piping, blowoff assemblies, and appurtenant equipment. The contractor is required to perform all survey work, including right-of-way and easement marking, pipeline route marking, and as-built survey documentation of location and depth. The bid schedule has been updated to include 25 line items, with significant quantities including 1,885 linear feet of 12-inch diameter ductile iron pipe, 15 existing trees for removal, 507 linear feet of 14-inch pipe removal, and 500 linear feet of tree protection fencing. The contract incorporates the Oregon Standard Specifications with specific modifications to surveying responsibilities and includes requirements for slope staking, hydrant and blowoff valve documentation, and pipeline burial depth verification.

The addendum establishes additional technical requirements for construction methodology and site compliance. A rock clause provision stipulates that if hard rock larger than 0.5 cubic yards is encountered, work shall cease pending engineer notification and agreement, with removal paid according to the unit rate in the bid schedule. An accessway must be constructed from the end of Ivy Lane to the pipeline slope in compliance with Ashland Municipal Code requirements, including specifications for cut and fill slopes, terrace widths, and erosion control protection. Tree protection fencing installation has been added as a bid item for trees designated as protected by the engineer. The updated bid schedule shall be submitted with all bids, and use of the previous schedule will render a proposal non-responsive. All pricing for bid items, including mobilization, traffic control, erosion and sediment control, pipe materials, removal and abandonment work, and survey services, must be provided on the updated schedule.

Ivy Morton Water Line – Project 2014-04

Addendum 1

Part 1 – Bid Submission

Throughout document, replace date of bid submission shown as Tuesday, December 5th to Tuesday, December 19th. All other information to remain the same (time, location, methodology, contacts).

Part 2 – Surveying

A line item has been added to the bid schedule for survey work. For this project the Contractor is expected to perform all survey work, to include right of way and easement marking, pipeline route marking and as built survey (location and depth).

Please modify language in the Oregon Standard Specifications as follows:

Section 00150 – Control of Work

Comply with Section of 00150 of the Standards Specifications modified as follows and as shown elsewhere in the Special Provisions.

00150.15(b) Agency Responsibilities - Replace this subsection, except for the subsection number and title, with the following:

The Engineer will perform the Agency responsibilities described in the Construction Surveying Manual for Contractors, Chapter 1.5 (see section 00305). Note that existing datum provide sufficient information for Contractor to establish horizontal and vertical control and no further work for Agency is envisioned to establish such control.

00150.15(c) Contractor Responsibilities – Replace this subsection except for the subsection number and title, with the following:

The Contractor shall perform the Contractor responsibilities described in the Construction Surveying

Manual for Contractors, Chapter 1.6 (see section 00305).

The Contractor shall perform slope staking, including intersections and set stakes defining limits for work area limits which approximate Right-of-way, easement and pipeline alignment. Contractor shall also perform an as built survey to include pipeline route (including blow off valves and hydrants) and burial depth.

Part 3 – Rock Clause

If hard rock, defined as material which can not be loosened with a pick or removed by a backhoe or similar equipment and which is larger in size than .5 cu yards is encountered, Contractor shall cease work and immediately notify Engineer or their designated representative on site. Upon agreement with

Engineer or their designate that hard rock has been encountered, removal of such rock shall be paid according to the unit rate established in the bid schedule. Volume of rock removed under the bid schedule shall be agreed upon at the time of removal by Contractor and Engineer and appropriately documented. No additional payment for removal of hard rock shall be made.

Part 4 – Cut and Fill, Ivy Lane to Top of Pipeline

It is understood that some type of accessway will need to be constructed from the current end of Ivy

Lane to the top of the slope at which the pipeline will turn and run down hill to Waterline Rd. Contractor shall endeavor to minimize the size of this accessway. Construction shall adhere to the requirements of the Ashland Municipal Code. Sections of the Ashland Municipal Code attached below may not fully encompass the requirements of the work and Contractor shall be responsible for reviewing all of the

Ashland Municipal Code to confirm adherence to requirements.

Excerpts from the Ashland Municipal Code

18.3.10.090.B.4.b. Exposed cut slopes, such as those for streets, driveway accesses, or yard areas, greater than seven feet in height shall be terraced. Cut faces on a terraced section shall not exceed a maximum height of five feet. Terrace widths shall be a minimum of three feet to allow for the introduction of vegetation for erosion control. Total cut slopes shall not exceed a maximum vertical height of 15 feet. The top of cut slopes not utilizing structural retaining walls shall be located a minimum setback of one-half the height of the cut slope from the nearest property line. See Figure 18.3.10.090.B.4.b.

Figure 18.3.10.090.B.4.b. Cut and Fill

18.3.1.090.B.5. Grading – Fill. On all fill slopes on lands classified as Hillside Lands, the following standards shall apply:

a. Fill slopes shall not exceed a total vertical height of 20 feet. The toe of the fill slope area not utilizing structural retaining shall be a minimum of six feet from the nearest property line.

b. Fill slopes shall be protected with an erosion control netting, blanket or functional equivalent.

Netting or blankets shall only be used in conjunction with an organic mulch such as straw or wood fiber.

The blanket must be applied so that it is in complete contact with the soil so that erosion does not occur beneath it. Erosion netting or blankets shall be securely anchored to the slope in accordance with manufacturer’s recommendations.

Part 5 – Tree Protection

A unit rate has been added to the bid schedule for installation of protective fencing around trees designated as protected by the Engineer.

Part 6 – Update Bid Schedule

Below is an updated bid schedule reflecting changes made in this addendum. The form below shall be submitted with the bid. Use of the previous bid schedule will be considered non-responsive.
