About this file

This document is an Addendum 1 from the Florida Department of Agriculture and Consumer Services (FDACS), Florida Forest Service (FFS) regarding an Invitation to Bid (ITB) for Perform Overhaul, Repair, and Labor for Bell Helicopter Engines and Accessories Parts. The addendum notifies vendors of changes to the Scope of Work, including that the Ozark Aeroworks is the new OEM for the T53 turbine engine and not Honeywell as previously stated. The addendum also provides answers to questions received, such as clarifying the engine models, shipping terms, and forecasting details. The contract opportunity is for providing overhaul, repair, and labor services for Bell helicopter engine models T53-L-703, T53-L13B, and T5317 Series, along with accessories parts. The contract is for the state of Florida, specifically Leon County and Tampa City.

Regarding pricing, the addendum confirms the contract will be a Firm Fixed Price, but indicates that unanticipated parts and repairs would be quoted Over and Above at provided hourly/percentage discount rates, rather than being included in the fixed pricing. The addendum also notes the right of the Department to use their preferred shipping company to transport the engines.

ADDENDUM 1

DATE: August 6, 2024

TO: VENDORS

FROM: Brittany Harvey, Procurement Officer

RE: Invitation to Bid No. ITB FFS 24 25 07 Perform Overhaul, Repair, and Labor for Bell

Helicopter Engines and Accessories Parts

I. This Addendum hereby notifies vendors of the following change to Section 2.1, Scope of

Work, of ITB FFS 24 25 07. Terms stricken are deletions; new terms are indicated in red font.

FFS specification requirements include:

1) Vendor must provide evidence their company is currently an approved/certified Honeywell

Ozark Aeroworks service center. All work must be performed in accordance with current Honeywell Ozark Aeroworks manuals or current military Depot Maintenance Work Requirements (DMWR) and meet Federal Aviation Administration (FAA) specifications.

II. This addendum also provides the Department’s answers to questions received in reference to this ITB.

Question / Answer

1. Admin update: Ozark Aeroworks is the new OEM for the T53 turbine engine - Previous OEM Honeywell was referenced in the RFP documents.

The department acknowledge that Ozark Aeroworks is the new OEM for the T53 turbine engine and not Honeywell.

2. Can you please confirm what Model 17 Series engine FSS has - T5317A, T5317A-1, or T5317B?

As of right now we are receiving the T5317A model.

3. Can you please clarify the shipping terms for this bid? Is it FOB Origin or

Destination? Can you please confirm pickup and delivery address are the same?

The Department reserves the right to ship the engines to and from the vendor’s location using our preferred shipping company (AAA Cooper). Exception: if for some reason we can not pick up the engines (disaster) the contractor will deliver the engines back to our facility at the Government rate upon completion.

4. Forecast

a. Can FFS provide an estimate of the number of arisings over the course of the contract?

b. If possible, breaking this forecast down by Workscope type?

a. None Foreseen

b. Within the time Frame

5. Fleet Size

Can FFS provide total fleet size (# engines) for each of the engine models (T53-L-

703, T53-L13B and T5317)?

T53-L-703 T53-L-13B T5317

(3EA) (1EA) (4EA)

6. Fixed Pricing

a. The Bid specifies Firm Fixed pricing; can FFS please confirm if the Firm Fixed

Prices should include:

i. Only the expected or typical costs associated with those workscopes,

1. unanticipated parts and repairs would then be quoted Over and Above at the provided hourly / % discount rates.

ii. or, All potential costs associated with those workscopes?

1. This method often leads to inflated cost base to the Operator as the MRO builds risk mitigation into their pricing.

1 – Unanticipated parts and repairs would be then quoted Over and Above at the provided hourly / % discount rates.

This Addendum is hereby incorporated into and made a part of the above noted Invitation to Bid.

All other terms, conditions and specifications of this Invitation to Bid will remain the same. For questions regarding this Addendum, please contact the Purchasing Office at (850) 617-7181 or email at Bids@FDACS.gov.
