About this file
This is Addendum No. 1 to Request for Proposals 26-023-CJ issued by the County of Gloucester Central Purchasing Department in Virginia on June 8, 2026. The solicitation seeks qualified professional services firms to provide on-call environmental inspections, stormwater management, erosion and sediment control compliance, regulatory coordination, reporting, and related support services. This procurement is separate and distinct from the County's existing annual Architectural and Engineering (A&E) Services contract and emphasizes inspection and compliance oversight activities rather than traditional design, surveying, or general engineering services. The proposal submission deadline is June 16, 2026, at 4:00 PM. Interested firms must demonstrate relevant qualifications, certifications, personnel, and experience in environmental inspection and compliance services.
The addendum clarifies submittal requirements, specifying that proposal narratives in Sections B through J should not exceed 25 pages, excluding required forms, resumes, certifications, and attachments. The Proposal Form (Attachment A), resumes, certifications, required forms and supporting documentation, and attachments are not counted toward the page limit. A signed acknowledgment of the addendum should be attached to proposals but will not disqualify an offer if omitted. The file does not specify pricing terms, contract award amounts, contract duration, set-asides, incumbent contractors, or funding sources.

Response: No. The 25-page limit applies to the proposal narrative sections identified in the RFP, including Sections B through J. As stated in Section D.1, proposals “should not exceed twenty-five (25) pages, excluding required forms, resumes, certifications, and attachments.”
The following items are excluded from the 25-page limit:

Offerors should ensure that all narrative proposal content complies with the 25-page limitation.
Question: The County currently has an annual Architectural and Engineering (A&E) Services contract in place.
Is RFP 26-023-CJ intended to procure the same design and surveying services, or is the County seeking firms to perform environmental inspections and compliance-related services for development projects?
Response: RFP 26-023-CJ is separate and distinct from the County’s existing annual Architectural and
Engineering (A&E) Services contract. The purpose of this solicitation is to obtain professional services related to environmental inspection, stormwater management, erosion and sediment control compliance, regulatory coordination, reporting, and related support services as described in the Scope of Services.
The primary emphasis of this solicitation is on inspection and compliance oversight activities rather than traditional design, surveying, or general engineering services. Firms submitting proposals should demonstrate qualifications, certifications, personnel, and experience relevant to the environmental inspection and compliance services identified in the RFP.
Offerors are encouraged to review the Scope of Services and Submittal Requirements in their entirety when determining whether to submit a proposal.
Reminder: Due Date: June 16, 2026, 4:00 PM.
Note: A signed acknowledgment of this addendum should be attached to your offer but will not disqualify your offer if not included.
