About this file

This document is an Addendum to an Invitation for Proposal (IFP) issued by the State of California Military Department for Stormwater Sampling, Monitoring, Reporting, and Support Services at the Joint Forces Training Base - Los Alamitos, California. The addendum addresses questions and answers related to the scope of work, including the requirement for a qualified industrial stormwater practitioner (QISP), documentation submission, facility operations, meeting requirements, and the previous contractor's performance. The proposal submission deadline has been extended to October 25th, 2024.

The previous contract value was $45,054.20, but the current IFP has a slightly different scope of services. The Military Department did not provide an engineer's estimate or a not-to-exceed amount for this contract. The current contractor, Surf to Snow Environmental, has agreed to provide any missing documents or reports from the previous fiscal year. The new contractor will be responsible for identifying and addressing any potential issues that may have been overlooked by the previous contractor.

Subject: Addendum 1 to Invitation for Proposal, Event #33019 Stormwater Sampling, Monitoring, Reporting, and Support Services Joint Forces Training Base – Los Alamitos, California

The following changes to the Request for Proposal (RFP) have been made and shall be part of the contract document issued from this solicitation:

The following are the questions and answers submitted for this solicitation:

1. If we have a QISP on our subcontractor team would that meet the requirements, or the QISP personnel has to be from the prime contractor?

Yes, having a QISP as a subcontractor would meet the requirement.

2. In the IFB Scope of Work, section 4. Minimum Qualifications states that the Contractor shall provide documentation showing that it maintains at least one QISP on staff and that it has at least three years’ experience providing the required services. Is this documentation to be submitted in addition to the Proposal Form at the time of bid? Are project experience, references, and/or resumes requested as part of our Bid submission?

Yes, QISP certification and experience documentation is required to be submitted along with the proposal form at the time of bid. All relevant experience documentation must be provided as part of the bid submission.

3. On page 31 of 124 B the SWPPP is provided in Appendix A. Can the agency provide the current SWPPP?

Current SWPPP will be provided upon contract award.

4. From Task 2, Section G, what California certifications are required?

The laboratory completing the analyses must be California ELAP certified.

5. What is the facility operating hours (Monday to Friday, 8 a.m. to 5 p.m.)?

Yes, M-F 8-5.

6. Are all the meeting expected to be conducted on-site? Or some meetings (i.e. monthly meetings) can be conducted virtually?

Planning meetings can be virtual, but monthly check-in meetings with local POC are required-to be conducted during monthly observations (see below) to allow POC to receive contractor feedback and to raise concerns.

7. On the monthly non-stormwater discharge visual observations, can be this done by the facility personnel if the Contractor trains that personnel?

No, the monthly observations are to be done exclusively by the contractor.

8. Will updates to the Level 2 Technical Report, due July 15th after repeat exceedances, also be included in Task 4 if needed?

Yes

9. Would the contractor expect to conduct the annual stormwater annual training for 2024? Or has the training been completed?

No, training has been completed.

10. Would the contractor be responsible for completing missing documents or reports of stormwater fiscal year 2023-2024 or prior years?

No, current contractor has agreed to provide missing documents

11. We recognize the type of industrial activities are listed on the SWPPP. Is there any other potential industry activity that are not listed on the SWPPP, such as deicing operation?

Not that we are aware of.

12. Can you provide more information about access to the facility? How much advance notice will need to be given before entering the facility for stormwater monitoring and visual observations?

Contractor staff will need to trained and certified for Airfield access, access will require proper notification procedures and completion of Airfield Driving Permit. One-week advance notice to local POC is recommended, however, rain events may require short notice and prior day notice is requested (text and email pls).

13. Will a site contact be available for each sample event?

No, staff may be on alternate work schedule.

14. What are the operating hours for the facility?

M-F, 8-5

15. An NOV letter was issued in August 2024 by the Santa Ana RWQCB due to insufficient BMP deployment, documented NSWDs, lack of documentation, 303(d) listed impairments and several other issues. Has the facility responded to all of these violations? If not, will the selected contractor be tasked with overseeing the response to these violations?

The site is working through these issues with internal resources and the current contractor. We ask that the new contractor be proactive and bring any potential issues that may have been overlooked to our attention.

16. Will the selected contractor be tasked with creating and submitting the overdue Level 2 ERA Technical Reports for the 2021-2022 and 2022-2023 reporting years?

Not at this time, the current contractor has agreed to provide these.

17. Are the staff currently provided with all the required stormwater related records for the record retention period or will the new subcontractor be tasked with that?

We believe that we will be caught up with the records by the award of this contract, but the new contractor will be responsible should we identify additional gaps.

18. Has the Site Map been revised to fully document all areas of industrial activity?

Yes, and will be included in the updated SWPPP upon contract award.

19. The newly revised SWPPP does not identify the industrial pollutants related to receiving waters with 303(d) listed impairments or approved TMDLs in the facility pollutant source assessment. Is this to be completed by the new contractor?

Yes.

20. What assumptions can the bidder use to limit the number of Level 1 and Level 2 ERA Reports for the next three years? Can we assume a certain number of level 1 exceedances are expected and the Level 2 Technical Reports will be continued for iron and TSS annually?

Yes, plan on at least four exceedances occurring during the contract.

21. Would CAL GUARD consider any proposed changes on the contract language, specifically on indemnity section?

The California Military Department will not consider any proposed contract language changes.

22. What is the engineer's estimate for this contract?

An engineer did not estimate this contract.

23. Is there a Not to Exceed amount for this contract?

The Not to Exceed amount for this contract would be the total amount of the final contract upon award.

24. Who is the previous contractor? What was their contract value?

The previous contractor is Surf to Snow Environmental. The contract value was $45,054.20 – while that was the contract value, this current IFB has a slightly different scope of services.

The proposal submission deadline has been extended. All proposals must be submitted to the

Contracting Office no later than 2:30pm local time on October 25th, 2024.
