About this file
This document is an Addendum to Request for Proposal (RFP) No. 24052 issued by the Stafford County, Virginia Procurement Division regarding the historic property known as "The Counting House". The Addendum changes the due date for proposal submissions to March 5, 2024 at 11:00 a.m. (eastern time), provides the correct link to access the solicitation on the eVA procurement website, and answers various questions received from potential contractors. Key details include the property address, assessment value, zoning, and restrictions under the Falmouth Towne Historic Overlay District. The County is soliciting proposals for either ownership or long-term lease and ownership of the building in exchange for rehabilitating it for commercial use as professional office space.
The building is not for sale, rather the County is seeking proposals for the rehabilitation and subsequent use of the property. Offerors are instructed to propose their preferred payment and acquisition terms as part of their proposal submissions. The County is amenable to working with the successful proposer to obtain necessary permits and approvals for the development of parking on the lot, which is subject to an existing easement for a future public parking lot.
