About this file
This document is an addendum to a Request for Proposal (RFP) issued by the Georgia World Congress Center Authority (GWCCA) for a Guaranteed Energy Savings Performance Contract. The RFP seeks responses from pre-qualified energy service providers for a project involving the GWCCA's buildings and central plant. The addendum provides clarification and additional information requested by potential bidders, including 24 months of utility data, equipment details, and extension of the submission deadline to August 12th. The GWCCA will hold interviews with selected firms on August 28th.
The RFP specifies that the 40-page limit includes all attachments. The GWCCA will provide building plans and as-built drawings upon project award. The agency operates condensing boilers that run year-round and does not have humidity controls or reset chilled water temperatures. Potential bidders are restricted from communicating with GWCCA staff beyond the provided question and answer process.

ADDENDUM ONE
GEORGIA WORLD CONGRESS CENTER AUTHORITY
Guaranteed Energy Savings Performance Contract
RFP 051324EC
Addendum Issue Date: August 2, 2024
From: Georgia World Congress Center Authority
Purchasing Office 285 International Boulevard NW Atlanta, Georgia 30313
Addendum 1 is hereby issued to incorporate the following as requirements of the Request for Proposal, RFP 051324EC:
1. Can the GWCCA please provide 24 months of utility data for each individual meter?
Including information regarding any special negotiated structure. See attached Excel document. Our pricing is based on a RTP DA rate.
2. Per chiller plant, can the GWCCA please provide all major equipment model numbers, and serial numbers? Documents attached in two emails due to size of file.
a. C Plant Cooling-
b. C Plant Boilers-
3. Can the GWCCA please provide an equipment list which accounts for all transformers by size and age? Our efforts will be best served to vet out existing ‘scope’. Information will have to be gathered up.
4. Can the GWCCA please provide the models, serial numbers, annual or total run hours, and location of the six peak shave generators? Our efforts will be best served to vet out existing ‘scope’.
5. Can the GWCCA please provide the target range desired (in KWh) for power generated onsite by a potential solar plant if one is established? It has not been established.
6. Does the 20 printable page limit include the pages included in the attachments? See below questions 16 and 17.
7. Are the required resumes (found in 4.1.A.6) also included in the 20 page printable limit?
All pages shall be included in the page limit EXCEPT for the front cover, table of contents, and tab divider/section title pages.
8. Can we get at 30 day extension; due to extenuating conditions resulting from the CrowdStike technical problems we respectfully request an extension. Due date has been changed to August 12th by 10:00 am. Selected firms should be prepared to interview with committee members on August 28th.
• Given that questions are submitted by 7/26, and with limited time to review with the RFP due 8/5, can a two week extension be granted to provide an opportunity to review questions and answers and how they might impact a response to the World Congress Center? See above question number 8.
9. The link provided under Attachment E SPD-SP054 Immigration and Security Form
(http://www.audits.ga.gov/NALGAD/section_3_affidavits.html) does not provide the document(s) to be completed. Could you forward the affidavit to be completed?
Reference GPR for attachments.
10. Would the World Congress Center accept an emailed copy of the response by the due date with flash drives compiled and mailed by FedX for delivery in the following days? No
11. Can we get a copy of the Technical audit from Phase 1 year 2015 – 2016? See attached
12. Have there been any new/additional audits, energy reports, feasibility studies or master plans or in the past 10 years? If so, can we have a copy of those audits? N/A
13. Can we get a copy of the post installation M&V reports inception through year-to-date? See attached
14. Does the project referenced by this EOI, and the corresponding energy usage data you provided, correspond to the GWCC’s other buildings that perhaps were not included in your existing GESPC? Energy usage for all of the buildings is included in the spreadsheet. All three buildings and COP was part of the original project.
15. As per the requirements, a minimum of 12 pages for the mandatory forms, which include:
• Attachment A: 1 page
• Attachment B: 3 pages
• Attachment C: 5 pages
• Attachment D: 1 page
• Attachment E: 1 page
• Organizational Chart: 1 page
Given that these forms are essential and non-negotiable, we are left with only 8 pages to address the remaining sections comprehensively. To ensure we provide a thorough and high-quality response that meets all the criteria and expectations, we kindly request an increase in the page limit. In a similar RFP posted on the Georgia Procurement Registry, bidders received 125 page limit. See below questions 16 and 17.
16. Can the page limit be increased to 40 pages with the exception of the existing excluded RFP items? Page limit has increased to 40 pages. The 40 pages will include all attachments.
17. We are under the assumption that Attachments A-G will count towards the 20-page limit, can you please confirm this is a correct interpretation? Page limit has increase to 40 pages. The 40 pages will include all attachments.
18. Does the agency have an asset inventory list of mechanical and main electrical equipment (e.g., chillers, boilers, transformers, etc.)? We have attached the name plates for both the chillers and boilers for C-plant. We believe the current scope/budget will not allow us to consider the transformers. If this changes, we will work toward getting an asset list for the transformers.
19. Are plans available for all buildings, including structural for Building B? Plans will be made available.
a. Are plans available for the energy performance upgrade work done in the central plant of Building B (from 2015)? We do have as-builts that can be shared once the project is awarded.
20 Are the cooling towers of similar age to the chillers in the “C” central plant that we observed? C- cooling tower has been refurbished earlier this year. Are the domestic water heating systems separate systems altogether, or are they fed/heated by mechanical boilers?
Domestic hot water is separate from the boilers.
21. Does GWCC reset the chilled water temperature at different times of the year? We do not. Generally, 42 degree year-round.
22. Similarly, do boilers operate with a hot water supply reset temperature as well? Boilers adjust through the BAS based off outside temperatures.
23. Does GWCC operate any boilers as summertime boilers? We have condensing boilers that run year-round.
24. Are there humidity control measures associated with the current mechanical system?
There is no humidity controls
25. Are outside air flow rates reset? If so, based on what factors? (i.e., Internal control readings, scheduling, etc.) Dampers modulates based on outside temperatures.
26. What is the total energy use for that area/meter, and can interval data be provided if possible. Answered through question #1.
27. What is the location and size (voltage) of the main electrical room and its equipment. If this is related to transformers, we believe the current scope/budget will not allow us to consider the transformers. If this changes, we will work toward getting an asset list for the transformers.
28. Is there total inventory of transformers (not just the 44 medium voltage ones) that can be provided? We believe the current scope/budget will not allow us to consider the transformers. If this changes, we will work toward getting an asset list for the transformers.
This addendum will be a part of RFP 051324EC and modifies the original proposal documents dated July 16, 2024 as noted.
NOTE: A signed acknowledgement of this addendum should be received by this office prior to the due date or should be attached to your proposal. A signature on this addendum does not constitute your signature on the original proposal document.
