About this file
This document is an Addendum to a Request for Proposal (RFP) issued by Fairfax County Public Schools (FCPS) and the County of Fairfax, Virginia for Medical Consultant Services. The RFP closing date has been extended to March 6, 2024 at 5 p.m. The RFP seeks proposals from licensed physicians to provide up to 4 hours per month of consulting services, including services related to mask fitting, COVID-19 testing, and other communicable disease outbreaks. The contract is anticipated to be awarded by May 1, 2024.
The current contract, held by Belleview Medical Partners PC, has spent $151,000 from October 2019 to February 2024, with an estimated annual spend of $40,000 going forward. The current billing rate is $200 per hour. Evaluation criteria include factors beyond just the lowest price. The RFP clarifies that the consultant must be a local licensed physician with ties to the Fairfax community, and that remote work is not permissible for certain duties.

RFP MODIFICATIONS:
The referenced Request for Proposal is amended as follows:
1. The closing date for submissions is extended to March 6, 2024 at 5:00 p.m.
RFP CLARIFICATIONS:
The following are responses to questions received via e-mail and at the Pre-proposal Conference held on 2/20/2024.
Q1. Can Staffing Groups submit proposals?
A1. Staffing Groups may submit proposals, provided the licensed physician they are offering FCPS meets all of the minimum qualifications listed in the Special Provisions, Paragraph 2 including currently have a pediatric practice or be a member of a pediatric group. Appendix C (Technical Proposal) and
Curriculum Vitae shall be filled out from the perspective of the proposed licensed physician not the
Staffing Group.
Q2. How is the Scheduling of the 4 hours a month handled?
A2. Scheduling is flexible based on FCPS and the consultant respective schedules. Rarely, FCPS has time sensitive issues where FCPS would ask the consultant to be available on a more compressed schedule. Barring an emergent situation, most things can be scheduled out.
Q3. Why is the contract out for bid? Is it required to be put out for bid?
A3. FCPS’s current contract is expiring and FCPS’ needs for this service are ongoing.

Addendum No. 1
RFP# 2000003904
Q12. Will exceptions to the General Terms & Conditions be a part of the evaluation? Could exceptions be a detriment to winning the bid?
A12. Exceptions to the General Conditions and Instructions to Bidders (Appendix A) will not be a part of the initial evaluation. If selected for negotiation, exceptions will be discussed then.
Q13.When do you anticipate the contract starting?
A13. FCPS anticipates to award the contract by May 1, 2024.
Q14.What is the maximum number of hours you would need per month (we understand 4 is approximately minimum)?
A14. Generally, four hours is more than enough in any given month. However, there are unforeseen situations where FCPS might need additional hours. Examples would include another novel virus pandemic or a communicable disease outbreak in one of the schools (measles, TB, etc.). In those cases, FCPS’ primary support would come from Fairfax County Health Department (FCHD) but
FCPS would reasonably expect to be able to reach out to the consultant for additional support.
All other terms and conditions remain unchanged.
