About this file

This Addendum 1 document pertains to Request for Proposal #LKU-27-03 issued by the County of Louisa, Virginia Finance Department for Aviation Engineering, Planning & Consulting Services at the Louisa County Airport. The addendum, dated October 20, 2026, addresses clarifications regarding contract requirements and federal compliance obligations for the selection of qualified engineering and consulting firms to support airport development projects. The RFP seeks proposals from firms capable of providing professional architectural, engineering, and planning services through either in-house capabilities or established arrangements with qualified subconsultants across multiple disciplines.

The addendum clarifies two key points: First, the County requires all proposing firms to demonstrate capabilities beyond a single discipline, mandating that firms either maintain in-house staff or establish formal arrangements with subconsultants to provide the full range of disciplines needed to support County projects, including surveying services as specified in Section II.C.2.v. Second, regarding federal funding obligations at the Louisa County Airport, the County will ensure all applicable mandatory federal and state contract provisions are incorporated into any resulting agreement, with any proposed contract modifications subject to County review and approval. The addendum confirms that the County does not intend to negotiate alternative contract terms with the selected firm, maintaining standardized compliance with federal and state requirements.

COUNTY OF LOUISA

Finance Department

REQUEST FOR PROPOSAL # LKU-27-03

ADDENDUM NUMBER 1

Date: October 20, 2026

Title: Aviation Engineering, Planning & Consulting Services

Question: Section II.C.2.v states that an in-house surveyor or arrangements with a surveyor are required. In my experience, rarely does each contract with an on-call, as needed Indefinite Delivery Indefinite Quantity (IDIQ) language require a surveyor or even all disciplines. Therefore, will the County accept proposals from firms who submit only on their in-house capabilities

(in our case, electrical engineering)?

Answer: No. The County requires firms to demonstrate capabilities beyond electrical engineering, either through in-house staff or established arrangements with qualified subconsultants to provide the additional disciplines needed to support the County’s projects.

Question: Our understanding is that the Louisa County Airport is federally obligated and will likely continue to receive federal and state grants for airport infrastructure projects. Within this context, would the County be open to negotiated contract terms with the top-ranked firm to help ensure applicable mandatory federal contract provisions are included in the resulting agreement?

Answer: The County will ensure that all applicable mandatory federal and state provisions are included in the resulting agreement. Any proposed contract modifications will be subject to County review and approval.
