The original bid submission deadline is September 15, 2026 at 2:00 p.m., with plans and specifications available for review at Golden State Bridge, Inc., 3701 Mallard Drive, Benicia, California 94510, Monday through Friday from 8:00 a.m. to 5:00 p.m. Bidders may also request plans and specifications via email from David Riccitiello at dave@gsbridge.com. The project encompasses multiple construction trades including structural excavation, concrete work, asphalt paving, bridge removal, steel work, erosion control, stormwater compliance, and traffic control, with bidders permitted to submit bids for full or partial quantities of listed items.
The addendum does not specify an estimated contract value, contract term, or renewal options in the available documentation. No set-asides, incumbent contractor information, or specific funding sources and amounts are identified. Golden State Bridge, Inc. has offered to provide support to bidders regarding bonding, credit, insurance, equipment, supplies, and materials sourcing. The specific modifications contained within Addendum 1 should be reviewed in conjunction with the original solicitation documents to ensure compliance with all updated requirements and specifications.

Exhibit B, Attachment 1, PUBLIC WORKS BID FORM
Questions (Q) and Answers (A):
1) Q: Section 05 12 00 Structural Steel Framing appears to be a building specification. As this project involves a vehicular bridge, this specification does not apply. Additionally, Sheet S2 Structural Note 9 states welding is to be performed in accordance with AWS D1.1 which is also a building specification. This should read AWS D1.5 which is the bridge welding specification. Does the fabricator of the bridge structural steel require any AISC certification?
A: AWS D1.5 shall be considered in lieu of AWS D1.1. AISC certification is not required but is preferred.
Addendum #1
2) Q: Ref. S5 Abutment Modifications: At the Partial plan, at the North girder A1 abutment seat, Section 3/S5 is called out “Typ (3)”. Section 3/S5 is only called out at (2) locations on the plan. Please clarify?.
A: The note "TYP (3)" indicates that this section is typical at (3) locations. herefore this section applies at all abutment seats.
3) Q: In order to price the work, as-built drawings of the existing plate girder bridge must be provided. Please provide.
A: Please see attached As-Builts (Attachment 2, 13 pages)
4) Q: We request CFRP strengthening demands as moment and shear? If they can provide additional demands to CFRP only, M_add and V_add, we can size the CFRP directly for the additional strengthening requirement. Otherwise if total M_u and V_u is provided, we will use the as-built drawings to calculate the existing capacity and subtract out for the deficiency.
A: Please see attach As-Builts so that the strength contributions of the concrete and the CFRP can be determined by the contractor. (Attachment 2, 13 pages)
5) Q: Sheet S6 note 3 shows a CFRP design load table containing vertical reactions at the piers, and a footnote to include pier cap self-weight and use the Strength I limit state. Please confirm whether to price CFRP as shown layered prescriptively in the Sheet S6 details, or for bidding purposes, is the CFRP to be designed by a delegated CFRP engineer.
A: The CFRP is a delegated design that must be engineered and adjusted according to the design by the contractor. However, for bidding purposes, the contractor shall provide bid based on the CFRP layout shown in the drawings.
6) Q: Are CFRP strengthening demands available as moment and shear loads? If so, please clarify if they are demands to CFRP only, M_add and V_add; or total demands M_u and V_u.
A: The demand loads are provided as a reaction of each girder. The reaction can be used to determine moments and shears by using the geometry of the pier cap.
Ultimate load reactions given are according to AASTHO Strength I limit state. If other load combinations are necessary, the dead and live service loads can be combined as required.
7) Q: What are the requirements for hanging scaffold from the structure of the bridge.
A: Temporary loading conditions are means and methods considerations that must be determined by the contractor.
8) Q: What is the additional capacity of the bridge?.
A: Temporary loading conditions are means and methods considerations that must be determined by the contractor.
9) Q: Per drawing S7, note 2., It states to sandblast, clean and paint all steel.
Question-Does the entire bridge get sandblasted and painted?
A: All steel bridge components are to be cleaned by sandblasting or other approved method and painted. Where welding is indicated, remove existing paint to bare steel prior to welding.
10) Q: Per the Project Manual there isn’t a Section 09000 Painting and Coatings. Will this section be provided?
A: Section 9 will not be provided. The applicable painting requirements are included in 051200.
11) Q: Per the Project Manual under section 051200-Structural Steel Framing,1.3 Related Requirements, Item D. it states Division 9-Painting and Coatings.
Question-Again no Division 9-Painting and Coatings are provided in the project manual. Please clarify.
12) Q: Per the Project Manual, Section 051200, page 16, Item G. Primer, Item 1 states to comply with Division 9. There is no division 9 in the project manual. Please Clarify.
13) Q: Per the Project Manual, Section 051200, SSPC/AMPP is referenced several times for surface preparation and painting. Question-Does the painting contractor need to be SSPC/AMPP QP1 certified for the painting and SSPC/AMPP QP2 certified for lead abatement.
A: SSPC/AMPP QP1 certification for painting is not required as the surface area is expected to be less than 30,000 sf. Contractor must perform work using practices consistent with QP1. SSPC/AMPP QP2 certification is required for lead paint removal only if the area exceeds 500 sf.
14) Q: Please confirm the State will be providing any required biologist, archologist, cultural monitor, arborist for this project.
A: The state will provide and pay for any required biologist, archologist, cultural monitor, arborist for this project.
15) Q: The specs talk about fireproofing materials. Can you please clarify what aspect of work this relates to?
A: There are no fireproofing materials.
16) Q: Once the deck is removed, is there access to the east side of the bridge?
Various construction equipment (concrete pumps, cranes, supply trucks, concrete trucks) will need access to the east side as the reach from the west side would be too long.
A: There is access via dirt roads with bridge crossings and access gates controlled by others. State Parks is currently researching potential for rights of entry and will provide details in advance of bid submittal. We will also provide adequate time for bidder review of access conditions and may extend bid opening as necessary.
17) Q: There appears to be several trees that would conflict with the cranes and concrete pumps needed for this work. Can trees be removed if it is agreed they inhibit the work? If it is agreed that they can be removed, would the compensation/reimbursement indicated in section 015639 “Temporary Tree and Plant Protection” still apply?
A: Tree removal can be negotiated with State’s Representative including arborist review and approval. Contractor shall identify trees that conflict with site work as part of initial submittals. Compensation for removal per 015639 does not apply to trees slated for removal.
18) Q: Section 028211 “Asbestos Sampling and NESHAP Notification” discussed preparing an asbestos sampling plan / asbestos sampling, along with the required notifications prior to demo. An asbestos survey has already been completed by Geocon and is attached to the specs. Please verify if additional testing is required or if the survey from Geocon satisfies the asbestos sampling requirements
A: The survey from Geocon satisfies the asbestos sampling requirements.
Q: Are as-builts drawings available? It is unclear how deep the foundations are for the various retrofit requirements.
A: Please see attached As-Builts (Attachment 2, 13 pages)
19) Q: Sheet S6 note 3 shows a CFRP design load table containing vertical reactions at the piers, and a footnote to include pier cap self weight and use the Strength I limit state. Please confirm whether to price CFRP as shown layered prescriptively in the Sheet S6 details, or for bidding purposes, is the CFRP to be designed by a delegated CFRP engineer?
A: See previous response.
20) Q: The thickness build-up of FRP shown in the details on Sheet S6 is high enough to present concerns about premature debonding. Please advise if FRP anchors are required to meet the performance level?.
A: The need for FRP anchors must be determined by the contractor
