About this file

This Addendum No. 1 clarifies requirements for the Town of Herndon, Virginia's Request for Proposal (RFP 27-02) for Stormwater Management Services. The addendum addresses ten critical questions submitted by prospective offerors regarding proposal submission requirements and evaluation criteria. Key clarifications include that Appendix A (Proposal Forms) shall be included as Section 4 rather than Section 5 of proposals, projects must have been completed within the previous five years to be considered for scoring, and the submission deadline of 11:00 a.m. Eastern Standard Time on September 22, 2026, will be strictly enforced by the system. All requirements regarding page limits, formatting, font sizes, and attachments apply comprehensively to the proposal package, including forms, resumes, organizational charts, graphics, tables, and captions, with proposals limited to 60 single-sided or 30 double-sided pages total. Additionally, Attachment B regarding proprietary information must be submitted and signed by all offerors regardless of whether they have proprietary information to protect.

The addendum confirms that the current contract incumbents are Kimley-Horn & Associates, Inc. and WSP USA Environment & Infrastructure Inc. References provided by offerors should be relevant and appropriate to the services requested, with offerors responsible for determining the suitability of their submitted references. Prospective offerors must include DPOR registration numbers and names for key personnel verification, though copies of licenses are not required to be submitted. Cover letters must be included within the overall 60-page proposal limit, and all forms within Section 4 count toward the page limitation.

Request for Proposal: RFP 27-02

Description: Stormwater Management Services

The following questions were received regarding the referenced Request for Proposal (RFP):

Question #1 Under 7.1. The RFP's Proposal Requirements state that “Appendix A shall be completed, signed, and included in your proposal as Section 4.” Under 12.6. Proposal Forms – Attachment A, however, its asks, “Have you included Attachment A – Proposal Forms in your proposal as section 5? Would you like Attachment A included as Section 4 or Section 5?

Answer: Section 4.

Question #2 Can the Town disclose who the current incumbents are on this contract?

Answer: The incumbents are Kimley-Horn & Associates, Inc and WSP USA Environment & Infrastructure Inc.

Question#3 Regarding the RFP requirement that “example projects should have been completed within the previous five years,” does this mean projects older than five years—for example, a six-year-old project—will be excluded from consideration and scoring, or would they simply receive a lower score because they are slightly older??

Answer: Projects older than five years will be excluded from consideration and scoring.

Question #4 The RFP states that all times listed in the RFP are Eastern Standard Time but the proposal will be due while we are still on Eastern Daylight Time – Do we need to adopt EST for the submission deadlines?

Answer: Yes. The system will close the submission window at 11:00 am in the Town of Herndon, Virginia, on September 22, 2026.

Question #5 Are the forms included in Section 4 (Appendix A, Request for Proposal Forms) counted as part of the overall page count?

Answer: Yes

Question #6 Does the 60 single-sided pages or 30 double-sided pages limit include Appendix A forms, resumes, and the organizational chart, or only the narrative sections?

Answer: Yes.

Question #7 Does the 11-point font for body text requirement apply to graphics, tables, captions, and organizational charts?

Answer: Yes

Question #8 If the offeror does not have proprietary information to protect, should Attachment B still be submitted (marked N/A), or omitted entirely?

Answer: Even if the Offeror does not have any proprietary information, Attachment B must still be signed and submitted.

Question #9 For Section 3: Resumes of Key Personnel, DPOR registration, and Availability, should DPOR license copies be included? If so, are they included in the page limitation??

Answer: Copies are not required. However, the town will need to have the DPOR registration number and name for proper verification.

Question #10 Should the three references provided in Attachment A be limited to similar accounts...in the past five (5) years specifically for MS4/stormwater services, or may they include broader engineering work?

Answer: It is the Offeror’s responsibility to review the RFP and submit appropriate and relevant staff and project references.

Question #11 Is there a specific page limit for the cover letter, or is it included in the overall 60-page limit?.

Answer: Should be included in the overall 60-page limit.
