Summary of Addendum 1 to RFB-64-27
This document is Addendum No. 1 to Invitation to Bid RFB-64-27, issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for interior lighting installation and retrofit at the Burlington Readiness Center operated by the Department of Military Affairs in Burlington, Kentucky. The project involves comprehensive lighting upgrades including recessed troffers, downlights, pendant fixtures, exterior wall packs, pole-mounted area lights, and associated lighting control systems. The addendum was released on September 1, 2026, by Connolly Consulting Engineers, PLLC and addresses 22 contractor questions and provides general clarifications and specifications addenda to the original bidding documents. The contract duration is 180 days and encompasses the entire project scope from submittal and procurement through installation and commissioning of lighting fixtures and controls.
Key clarifications from the addendum address fixture specifications and substitutions, with allowances for approved-equal products from alternate manufacturers provided they match performance requirements, though curved-lens architectural troffers for specific fixture types must be maintained. Contractors are required to conduct field verifications of existing conditions, replace damaged ceiling tiles and support structures as needed, and provide photometric calculations for outdoor parking lot fixtures to confirm coverage standards. The contractor must obtain Kentucky electrical permits and inspections, conduct background checks on all onsite personnel through the Department of Military Affairs at no cost to the contractor, and handle disposal and recycling of existing fixtures with provided receipts. All lighting controls will remain standalone systems without building automation system integration, and all commissioning and programming work must be completed onsite behind Military Affairs' firewall without remote access. Temporary job office requirements are waived, though a designated staging area and Conex container storage will be provided for fixture storage.

Bidder must acknowledge receipt of this and any other addenda issued related to the project in their proposal or bid.
Contractor Questions
1. The current track lighting in C101 - Corridor is fastened to the metal ceiling tiles. Will the DMA provide replacement ceiling tiles or will it be the responsibility of the contractor?
a. The Contractor shall replace ceiling tiles that the track is fastened to. Field verify make & model of existing perforated metal ceiling tile. New tiles shall match existing.
2. Will a comparable lighting & control package from an alternate lighting manufacturer be allowed?
a. Yes, alternative light fixture and lighting controls manufacturers will be acceptable as permitted in the Specifications.
3. The existing pole mounted fixtures in the motor vehicle storage lot are angle mounted floods and poles are set back from the lot. Is the intent for the existing 45-degree floods to be replaced by a 90-degree area light as shown in the drawings?
Office 859.402.0221 • www.cceky.com Pg. 2
a. The design intent is to install the new area light fixtures at a similar angle as the existing flood fixtures. The specified fixture includes a knuckle mount option, which allows field aiming in 15-degree increments. It is desired for the fixtures to be installed as close to 90-degrees as possible, while adhering to the specified coverage criteria.
b. The lighting vendor shall submit photometric lighting calculations of the fenced vehicle storage parking lot area to confirm positioning of fixtures. The minimum coverage shall be 0.2 foot candles horizontal illuminance measured at grade, a max to min ratio not to exceed 20:1, a minimum horizontal illuminance average of 2 foot candles at grade. Maximum of 0.5 foot candles at the property line.
c. Contractor shall also conduct a final positioning of these fixtures at nighttime in the presence of the owner, engineer, and lighting supplier to confirm adequate coverage of the secured parking area.
4. Are exterior wall packs required to have any onboard photocell/motion controls? If not, is there an existing means of control to be utilized?
a. Not required. Control is provided by the existing lighting relay panel (Relay Panel 1), which shall continue to serve these fixtures.
5. Note E14 says "PROVIDE NEW FIXTURE ON EXIST POLE. RECONNECT TO EXISTING RELAY CONTROLLED CIRCUIT. TYPICAL FOR P1, P2, P3, P4" but the luminaire schedule shows pole heads will have integral photocell and dimming motion sensor. This will leave multiple photocells controlling a light. Please confirm if this is correct or not?
a. Yes, correct.
6. The general conditions in the project manual state that we must provide a temporary job office. Please confirm that this is a requirement as this is only a lighting retrofit with one trade.
a. Not required. An area within the facility will be designated for the project superintendent to setup.
7. If a temporary job office is required, can you provide a location for it and specify where we can pull power from?
a. N/A.
8. If a temporary job office is required, must it include HVAC and water per general condition 8.11?
a. N/A.
9. The special conditions of the bid manual state that all onsite personnel will need to submit background information as required by the DMA but it doesn't detail what this entails. Is there a cost to the contractor associated with this?
a. There is no cost to the contractor. The awarded contractor will submit all on-site personnel information directly to the Department of Military Affairs. DMA will conduct the background check on each person. The check typically take a few days to get results.
10. Do we need to include electrical permits and inspections?
a. Yes, provide electrical permit & inspections per KY Building Code.
11. Does the 180 day schedule include the submittal and procurement of the light fixtures?
a. Yes, this is the entire duration of the contract.
12. Specification section 26 50 00, item 3.2-C, states that ceiling-grid-mounted luminaires need one support wire from the structure to the luminaire tab for seismic restraint. Division 26 general note 33 on drawing E000 states that 2x2 and 2x4 troffers require two structural support wires on opposite corners. These structural support wires should be in place on existing fixtures, meaning we should only need to add these
Office 859.402.0221 • www.cceky.com Pg. 3 supports if they are defective or missing. Since we cannot quantify the need for replacement or added support wires until the work is ongoing, can this be handled via change order?
a. Design intent is to reuse existing fixture supports where available.
13. On the drawings there are several rooms that require the wiring to be reworked to achieve a new switching scheme. Is the existing branch wiring in these rooms routed in conduit or as MC cable? Must new wiring be installed in conduit or as MC cable?
a. The Contractor shall field verify the existing branch wiring method (conduit or MC cable) in the affected rooms. Contractor may reuse existing raceways where available. Provide new raceways and cabling in accordance with Specifications.
14. Room 102A on drawing E111 shows an AR6 fixture being installed, but there is no ceiling grid shown. Does this room have a ceiling grid or does it require an AR6D?
a. Provide AR6 fixture.
15. The lighting plans identify 58 solid-hatched egress luminaires, including fixture types AR6, AR6D, AR9, D6D, and HB, that are connected to the existing emergency generator system. The existing fixtures at these locations appear to contain battery-backup components.
Please confirm whether an existing fixture that contains battery backup must be replaced with a new fixture having an integral battery pack or emergency driver because it is solid-hatched on the drawings and connected to the generator-fed emergency circuit, or whether the standard scheduled fixture and driver connected to the existing emergency circuit is acceptable.
If integral battery backup is required, please identify the applicable fixture types and quantities and provide the required emergency lumen output, minimum runtime, testing, and self-diagnostic requirements.
a. Integral battery backup is not required. The emergency & egress luminaires are connected to the existing emergency generator system, which serves as the required emergency power source.
16. Please confirm that luminaires and lighting-control systems from manufacturers other than the named Current, Columbia, Elite, Compass, and NX basis-of-design products may be submitted as a complete approved-equal package.
The proposed package will be selected to match the specified lumen output, CCT, CRI, distribution, mounting, dimming, environmental listings, warranty, room-level control functions, occupancy sensing, and required emergency operation. Please confirm that approval will be based on documented performance equivalency, product data, and photometric information.
a. See Question #2.
17. Fixture types AR6 and AR9 are scheduled as recessed architectural troffers with a curved-lens appearance.
Please confirm whether an approved-equal recessed flat-panel or back-lit panel may be provided when it matches the required lumen output, distribution, CCT, CRI, 0-10V dimming, voltage, listing, and warranty.
If a flat-panel alternative is not acceptable, please confirm that the curved-lens architectural form shown in the basis-of-design fixture must be maintained.
a. Yes, the curved-lens architectural troffer is required.
18. The drawings identify Current NX room-level controls, including NX1D/NX2D functionality, wall stations, occupancy sensors, ceiling sensors, and power packs. Please confirm that an equivalent room-level lighting-control system is acceptable when it provides the same manual on/off, raise/lower dimming, occupancy/vacancy control, zoning, and local sequence of operation.
Please also confirm that the intended system is local room-by-room control and that no BAS interface, central gateway, network head-end, or third-party building-system integration is required unless specifically identified in an addendum.
a. See Question #2.
Office 859.402.0221 • www.cceky.com Pg. 4
b. All lighting controls will remain standalone and do not require integration with the building automation system (BAS).
19. Please confirm that the controls manufacturer may adjust or add fixture nodes, room controllers, sensors, power packs, and related accessories as necessary to provide complete room coverage and the specified sequence of operation without changing the design intent.
Please confirm the required controls startup and closeout services, including field programming, functional testing, field quality report, owner training, and two post-occupancy adjustment visits. Please clarify whether the post-occupancy visits must be performed onsite or may be completed remotely when acceptable to the Owner.
a. Remote access to electrical systems is not permitted. All commissioning work, programming & system access must be completed on-site, behind Military Affair’s firewall.
20. Please confirm that exterior fixture types P1 through P4 are replacement heads installed on existing poles, arms, mounting hardware, circuits, and underground wiring, and that fixture types P5 and P6 reuse the existing foundations, pedestals, conduits, and branch circuits as applicable.
Please confirm that no new poles, pole foundations, bollard foundations, trenching, directional boring, underground conduit, or new branch-circuit wiring is required except for minor local modifications necessary to complete the one-for-one fixture replacement.
a. Confirmed, as noted on Drawings.
21. The luminaire schedule identifies 49 type D6D 6-inch recessed downlight retrofit fixtures. Please confirm that the existing cans and ceiling openings are intended to remain and are compatible with the scheduled 6-inch retrofit assembly.
Where an existing opening or housing is larger than the new fixture trim, please confirm whether a listed manufacturer-approved oversize trim or adapter ring is acceptable in lieu of ceiling replacement and patching. Please identify any required finish or appearance standard for these adapter trims.
a. The design intent is to replace the existing can light with a new retro-fit style can light that can reuse the existing ceiling opening. Minor ceiling modifications may be required to accommodate replacement fixtures. Contractor shall field verify existing conditions and provide appropriate trim, fixture style, etc that is suitable for each installation location. An oversized trim piece would be an acceptable option for covering ceiling openings.
22. Please confirm that the project is exempt from local building-permit requirements and local building permit fees and that the contractor is responsible only for the applicable Kentucky electrical permit, electrical inspection fees, inspection coordination, and required certificates of approval.
Please also confirm whether the Kentucky electrical-contractor and master-electrician license information must be provided with the bid, after notice of intent to award, or prior to mobilization and commencement of electrical work.
a. Correct. All inspections shall be conducted by state inspectors.
General Clarifications
1. There will be limited space inside the building to stage & store new light fixtures. A designated indoor staging area will be provided that would allow for a few pallets of lights at a given time. Additionally, a Conex type storage container will be allowed – final location determined at the preconstruction meeting.
If all project lights cannot be stored within a conex, the contractor shall assume some off site storage would be required.
2. Contractor shall dispose of and recycle all existing light fixtures in accordance with local environmental requirements. Provide disposal receipts to the owner for record.
