About this file

This is Addendum No. 1 to an Invitation to Bid issued by the Florida Department of Transportation for District-Wide Maintenance of Mitigation Sites and Stormwater Ponds (ITB #DOT-ITB-26-7021-LV), dated June 15, 2026, with bids opening on June 22, 2026. The addendum clarifies technical specifications and contractor requirements through ten question-and-answer pairs addressing herbicide selection, equipment specifications, professional qualifications, tree removal size thresholds, mowing frequency and acreage, chemical provision responsibilities, plant treatment methods, watering requirements, and embankment grading. Key clarifications include that the Department will not dictate herbicide type or equipment manufacturer specifications for items 0017, 0019, and 0020; that a licensed professional shall control herbicide selection; that relevant bachelor's degrees in biological science, public health sciences, or entomology meet the natural sciences qualification requirement; that tree removal applies to trees over three inches in basal diameter; that the Department currently maintains mowed sites on a month-by-month basis using aerial measurement; and that contractors must provide and budget for all chemicals. The addendum specifies that herbicide treatment targets invasive or nuisance plants with coverage to outer leaves and stems, requiring a two-week follow-up inspection, and that embankment work involves securing existing stormwater banks without prior grading. Bidders must acknowledge receipt of this addendum by the bid opening date and time to avoid disqualification.

FLORIDA DEPARTMENT OF TRANSPORTATION

ADDENDUM NO.: 1 DATE: 6/15/2026

RE: ITB#: DOT-ITB-26-7021-LV

ITB TITLE: DISTRICT-WIDE MAINTENANCE OF MITIGATION SITES AND

STORMWATER PONDS

OPENING DATE: June 22, 2026

Notice is hereby given of the following changes to the above-referenced ITB:

1. TECHNICAL QUESTIONS AND ANSWERS:

Question 1: Is there a specific chemical required for use as herbicide or does any aquatic herbicide work?

Answer: See Section II, Qualifications in the Exhibit “A”, Scope of Services. Since position is a licensed professional, they shall control the herbicide to be used.

Question 2: On item number 0017- is there a specifications sheet? As far as size and thickness.

Answer: No. The Department doesn’t want to dictate what size or manufacturer.

Question 3: On item number 0019- is there a specific type?

Answer: No. The Department doesn’t want to dictate what size or manufacturer.

Question 4: On item number 0020 - is there a specification sheet? Width, thickness, any requirements for per roll area coverage?

Answer: No. The Department doesn’t want to dictate what size or manufacturer.

Question 5: The college degree requirement of Natural Sciences- We have bachelor's degree in Biological Science, Public Health Sciences, and Entomology. Which covers and exceed all of the same course of work in Natural Sciences. Can we still qualify?

Answer: Yes, that would meet the qualifications.

Question 6: On the line item 0004- It states tree removal with basal diameter. I realize that is in reference to saplings, but it does not give a closing diameter of size. Are we to assume that everything under diameter at breast height (DBH) classifications.

Answer: Anything over three inches at the base of the tree. DBH in my opinion is just a standard height, usually around 4.5”, which isn’t referenced.

Question 7: Pay item 7 through 9. Is there a breakdown of how many acres of mowing there is per site and what is the frequency the Department will maintain these sites? Are the sites currently being mowed?

Answer: Current sites are being mowed. The Department authorized mowing on a month-by-month basis. We measure the amount of mowing by aerial measurement that relates to the field observation.

Question 8: Pay item 18. Contractor to include the cost of chemicals or will the Department provide?

Answer: The Department will not be providing chemicals so it should be part of your cost.

Question 9: If contractor is to provide chemicals what are the typical plants to be targeted and estimated depth of treatment?

Answer: Targeted plants are plants considered to be a nuisance or are on the invasive list.

If the plants are sprayed with herbicide, then the spray coverage is to the outer leaves and stem. Wait two weeks and check the sprayed sites to ensure the plants are controlled.

Question 10: Pay item 19. Watering for establishment to be provided by the Department?

Answer: Typically, no watering is needed, we are working around saturated areas.

Question 11: Pay item 20. Will an embankment pay item be added for grading prior to installation of coverings?

Answer: No, typically we are just securing the existing stormwater banks.

Bidders must acknowledge receipt of this Addendum by completing and returning it to the Procurement Office, by no later than the time and date of the bid opening. Failure to do so may subject the bidder to disqualification.
