About this file

This is Addendum No. 1 to RFP-2026-006, issued by the Department of Finance for the Town of Bedford, Virginia on June 5, 2026. The addendum addresses an RFP seeking qualified professional entities to provide advisory services related to potential conveyance of fee simple or partial interests, including conservation easements, on Town-owned properties. The selected contractor will evaluate, plan, and facilitate matters associated with such conveyances to ensure alignment with Town goals, legal requirements, and long-term interests. The proposal due date is June 26, 2026. The addendum clarifies that while appraisals will be required for identified properties, these must be performed by independent third parties in conjunction with the consultant, not by the consultant directly, to avoid conflicts of interest. Regarding site visits, the Town prefers on-site visits as accuracy in procedure and information is the primary objective, though frequency and location flexibility may be negotiable.

Pricing for the engagement is structured as an hourly billing rate, with both the hourly rate and an estimate of time required being acceptable components of a proposal submission. The addendum confirms that eligible candidates include professionals with experience in conservation easements and related matters, such as appraisers with prior coordination experience with the Virginia Commissioner of Revenue, conservation easement attorneys, and land trusts, though specific qualifications and competitiveness cannot be evaluated without proposal submission. No incumbent information, set-asides, funding sources, or contract term details are specified in this addendum document.

ADDENDUM NO. 1 TO ALL OFFERORS:

Reference: RFP-2026-006

Description: Advisory Services for Conservation Easements

Issue Date: 06-05-26

Proposal Due: 06-26-26

The following questions have been answered:

I am an appraiser with considerable experience in Conservation Easements. As such, I have worked with the Va. Commissioner of Revenue pertaining to tax credits, attorneys that specialize in consideration easements, and land trusts, helping to coordinate the efforts.

With respect to submitting a proposal pertaining to the above referenced RFP, my general questions are these

1) Am I an eligible candidate to provide this service?

Mr. Myers would be eligible to bid. But there is no way to evaluate his specific qualifications and/or competitiveness at this time.

2) Would I be doing any appraisals, or would this be considered a conflict of interest?

It is anticipated that appraisals would be required for any properties that may be identified for conservation programs. These should be performed by an independent third party in conjunction with the consultant. But the consultant should not perform those appraisals directly.

3) I assume this would be an hourly billed rate, so do you want an estimate of time, which I have no idea about, or just provide an hourly rate?

An hourly rate and an estimate of time would be acceptable.

4) Do you contemplate many trips to Bedford (I’m for Loudoun County, so drive time would be significant)?

On site visits would be preferable. Accuracy in procedure and information is the primary objective however that may be accomplished.
