About this file

Addendum #1 to Invitation to Bid (ITB) FNW 26 27 02 issued by the Florida Department of Agriculture and Consumer Services (FDACS) addresses written questions received regarding the Distribution of USDA Foods for the National School Lunch Program in Service Area 2. The solicitation seeks competitive bids for receipt, handling, storage, and delivery services of USDA foods including dry goods, special dry items, refrigerated products, and frozen foods to school lunch programs. Case counts per pallet vary by item and typically range from 40 to 100 cases, with average case orders per county ranging from 20 to 1,000 cases depending on the recipient agency. School districts request deliveries between 2 and 26 times annually, including delivery to multiple sites and summer operations when schools are closed. The original bid deadline was June 10, 2026 at 5:00 PM ET, with public bid opening scheduled for June 11, 2026. The contract is effective upon execution through June 30, 2027, with the possibility of three one-year renewal options at the Department's sole discretion.

Compensation is structured on a fixed price per case basis for receipt, handling, and storage services, with separate pricing for different case types and delivery schedules including weekly, bi-weekly, and monthly deliveries, lump sum deliveries, and recipient agency pick-ups. Bidders must provide three references from similar projects completed within the last five years, maintain a current food establishment permit from FDACS or equivalent state agency, and carry a $1,000,000 general liability insurance policy with $500,000 per occurrence limits and $300,000 automobile liability coverage. A $50,000 performance bond is required within 15 days of award. The contractor bears financial responsibility for any shortages, losses, or damages to products and must comply with federal civil rights requirements, debarment and suspension certifications, and drug-free workplace standards. Evaluation is based solely on the Case Price Grand Total from the price sheet, and a one percent MyFloridaMarketPlace transaction fee will be deducted from all state payments.
