About this file

This document is an addendum to an Invitation to Bid (ITB) issued by the Florida Department of Agriculture and Consumer Services (FDACS) for the purchase, delivery, and installation of a heavy-duty mulching head compatible with a Caterpillar 315F Excavator. The addendum provides answers to questions received from vendors regarding the serial number and current location of the excavator, the ability to inspect the machine in person, the acceptability of substitute parts, and the compatibility of the proposed Powertilt Coupler and Fecon BH62 mulcher attachments. FDACS indicates that the recommended attachment is a Fecon CEM36 mulcher, which has a smaller cutting width and weight than the originally specified BH62 model. The department is also considering extending the delivery and installation deadline from 120 to 180 days.

The contract opportunity is open to vendors within the jurisdictions of Leon County and Tampa City in the state of Florida. Pricing terms, funding sources, and set-asides are not specified in the provided information. The contract will be awarded based on the Department's evaluation of the vendors' responses, including any literature provided on the proposed product's functionality and expected effects.

ADDENDUM 1

TO: VENDORS

FROM: CHANNCEN BELL, PROCUREMENT OFFICER

RE: NO. ITB FFS 22 23 68 EXCAVATOR - MULCHING HEAD

This addendum is to provide answers to questions received in reference to this Invitation to Bid.

Question / Answer

1. Can you supply the serial number of 315F and current location

The serial number is: WKX10235

The current location: 290 Airport rd. Carrabelle, FL 32322

2. Can I go see the machine in person?

Yes, you may come and look at the machine.

3. If a part has a long lead time (like the Helac/Parker tilt) can an equal or better substitute be quoted.

Any substitution requires the Department’s approval.

4. Will the Powertilt Coupler and the Fecon BH62 mulcher be installed & operated on the machine at the same time? If Yes, we are concerned that the combined total weight of both items would negatively affect the balance of the machine and would result in an unstable operation when in use. It would be our recommendation to downgrade the Fecon Mulcher size from the BH62 to the CEM36. Comparison specifications listed below:

BH62: Cutting Width 50", Overall width 63", 3100 lbs, 24-75 GMP, 24 tools CEM36: Cutting Width 36", Overall width 52", 1550 lbs, 17-40 GMP, 18 tool.

Please let us know if a CEM36 will be acceptable to the Department?

Yes, they will be used in unison. This combo was the recommendation from Caterpillar for this machine. If it is to be charged it will need to be verified by them that it will work.

When bidders submit their response, the Department may consider any literature on how the product functions and what the expected effects over time might be.

5. In Section 2.0 Technical Specifications, Item 2.4 Delivery Instructions, 2nd Paragraph states, "Delivery & installation must be no later than 120 days of Purchase Order". Current Manufacturing lead times on some of the items contained in this bid are 120 days out from shipment.

We would like to request that 120 days be amended to 180 days.

The Department may consider 180 days contingent upon funding.

This Addendum is hereby incorporated into and made a part of the above noted Invitation to Bid. All other terms, conditions and specifications of this Invitation to Bid will remain the same.
