About this file

This is an Addendum No. 1 to the specifications for the George H Crosby Manitou Entrance Tree Removal project issued by the State of Minnesota Department of Natural Resources for Solicitation No. 2026-854. The project involves cutting, bucking, and piling or hauling spruce budworm-infected white spruce and balsam fir trees, as well as hazardous trees, from approximately 5 acres at the George H Crosby Manitou State Park entrance. All trees to be removed will be marked with paint and the project boundary flagged. A mandatory pre-bid meeting was held on April 23, 2026 at 1:00 PM at the Manitou entrance kiosk parking lot, with attendance required for bid eligibility. The original bid opening date of May 1, 2026 at 2:00 PM remains unchanged. Responses must be submitted electronically through the Swift Portal only; email and faxed submissions will not be accepted.

The addendum provides clarifications on project requirements through questions and answers. Roadside material may be bucked and piled outside the flagged 30-foot project boundary with flexible pile size and spacing requirements, provided wetland areas are not filled. Material adjacent to parking areas must be hauled off-site, with the contractor responsible for identifying and arranging disposal locations. The DNR does not provide on-site disposal capacity. Acceptable disposal methods include brush yards, grinding/mulch sites, biomass facilities, firewood utilization, or landfills, though timber products cannot be sold; firewood use requires a $25 permit from the DNR. The contractor may use mini excavators with shear attachments for cutting trees within the equipment's size range, provided all other solicitation requirements regarding stump height, debris removal, site damage prevention, and material bucking and piling are met.

STATE OF MINNESOTA

DEPARTMENT OF NATURAL RESOURCES

ADDENDUM NO. 1 to the Specifications

FOR

Project Name: George H Crosby Manitou Entrance Tree Removal Solicitation No.: 2026-854

Original Opening Date: May 1, 2026

New Opening Date: No Change

Opening Time: 2:00 PM

THE BID OPENING DATE HAS NOT CHANGED.

SCOPE OF ADDENDUM

1. Uploaded Mandatory Pre-Bid meeting sign in sheet.

2. Solicitation Questions and Answers:

Q. For roadside material that may be bucked and piled outside the flagged 30-foot project boundary, are there any specific requirements for: pile size, pile spacing, pile orientation, or exact placement?

A. The only restrictions we will have regarding pile sizes and placements are that we can’t fill the wetland areas of the park which we will be able to see easily in the field. We will be flexible on size and if they are large piles, we will try to burn them ourselves the following winter.

Q. For material adjacent to parking areas that must be hauled off-site, is there a State-designated or preferred legal disposal location, or is the contractor solely responsible for arranging disposal?

A. The contractor will be responsible for finding a disposal site for the hazard trees adjacent to the parking areas.

Q. Does the DNR have a place on-site to haul the wood from the 2 parking areas?

A. The DNR does not have a place for you to haul the wood. Contractor is responsible to have a place in mind or find a place to bring it by calling local landowners/gravel pit owners/disposal sites/waste wood operators ahead of submitting their bids.

Q. If the contractor is responsible for arranging disposal, are there any restrictions on acceptable end use or disposal type, such as: brush yard, grinding/mulch site, biomass site, firewood utilization, or landfill?

A. We do not have restrictions other than the timber products would not be available to go on the market – if one wanted the wood for firewood, they could purchase a $25 permit from the DNR. Beyond that, it can be used or disposed of as you see fit.

Q. For roadside trees, may the contractor use a mini excavator with a shear attachment to cut trees, provided the work otherwise complies with the solicitation requirements, including low stump height, keeping roads and use areas free of debris, avoiding site damage, and bucking/piling material outside the 30-foot boundary where applicable?

A. Yes, we would be open to using a shear attachment for this work for the trees that fit in that equipment’s size range.
