About this file

This is an Addendum to the City of Havelock, North Carolina's Invitation to Bid for the 2026 Installation and Rebuild of Air Release Valves (ARVs) and Air-Vacuum Combination Valves project. The addendum addresses four key questions received from potential bidders regarding the project scope and requirements. The City clarified that there are no engineer's estimates or budgeted ranges available for the project, and that there are no union labor requirements for the contract. The project is anticipated to be awarded shortly after the bid opening date of May 6, 2026. Regarding scope clarification, the City specified that overgrowth clearing in area 3 requires only enough vegetation removal for access needs rather than complete clearing of the entire easement length and width.

The addendum provides essential guidance for contractors preparing bids but does not include pricing information, set-aside provisions, or funding details. Contractors should reference the primary solicitation documents for complete project specifications, performance requirements including the 60-calendar-day completion deadline, warranty obligations, liquidated damages provisions, and all submission requirements including the itemized schedule of pricing that must be submitted with bids by the May 6, 2026 deadline at 2:00 PM EST.
