About this file

This is Addendum No. 1 to an Invitation for Price Quote (IFPQ) issued by the California Department of Transportation (Caltrans), Division of Procurement and Contracts, dated April 17, 2026. The solicitation, numbered 10A2873, seeks qualified contractors to provide asbestos and lead abatement services in San Joaquin County, California. The contractor must furnish all labor, tools, materials, supplies, permits, vehicles, equipment, travel, and incidentals necessary to complete the abatement work. This addendum clarifies bidder qualifications and responds to questions submitted by prospective contractors regarding contractor licensing and third-party consultant requirements. All other terms and conditions of the original IFPQ remain in full force and effect.

The addendum revises the Bidder's Minimum Qualifications section to specify that the prime bidder must possess at the time of bid submittal and throughout the agreement duration either both a valid Class B (General Building Contractor) license and a C-22 (Asbestos Abatement Contractor) license issued by the California Contractors State License Board, or a Class B license with a subcontracted C-22 licensed contractor. The addendum confirms that if a third-party Certified Asbestos Consultant is required for area monitoring by Phase Contrast Microscopy, the contractor assumes responsibility for acquiring such services. The solicitation includes a set-aside for Certified Small Businesses, including Minority-Owned Businesses, Small Business-Public Works participants, or Disabled Veteran-Owned Enterprises only.
