About this file

This is an Addendum to Request for Information 3/18/25 for RFP #4-2526 issued by the Town of Guilford, Connecticut, regarding a Feasibility Study for Town Marina. The addendum addresses vendor questions submitted during the question submission period, which closed on March 16, 2026 at 4:00 PM EDT, with the overall RFP deadline of March 30, 2026 at 10:00 AM EDT. The addendum clarifies that no topographical survey of the Town Marina property has been completed within the past five years, and the Town will provide only a 2025 Slip Diagram as existing site documentation showing current conditions. The Town confirms that proposed fees and budgets must be submitted in a sealed envelope separate from other bid documents and will only be opened after firm qualifications have been evaluated.

The addendum provides critical procedural guidance regarding proposal submission requirements and evaluation methodology. Notably, the vendor's in-house counsel raised a requirement that the awarded vendor provide a contract, which appears to remain under consideration by the Town. The lack of recent topographical survey data and limited site documentation means proposing vendors must account for the cost of developing baseline site surveys and existing conditions assessments as part of their feasibility study scope. No pricing terms, budget ranges, set-asides, or incumbent information are detailed in the addendum, with all vendors eligible to submit proposals for this ADA Feasibility Study.

RFP#4-2526 Feasibility Study for Town Marina

QUESTIONS AND ANSWERS

1. Could you please advise whether a topographical survey of the Town Marina property has been completed within the past five years? lf so, would it be possible to include a copy of the survey as part of the RFP documents?

A. A topographical survey has not been done in the past five years.

2. RFP item 8.9.a states to include the project budget in the Proposed Work Plan.

However, RFP Page 5 "Criteria for Award/ Method of Selection" states that the evaluators may evaluate the firm qualifications prior to evaluating the proposed fees.

Should the proposed fees/budgets be included in the Proposed Work Plan, or only in the Fee Proposal?

A. The proposed fees are to accompany the other required bid documents but be in a sealed envelope to be opened after the evaluations are completed.

3. Will the Town be able to provide a site survey showing existing topography, elevations, and features, including in-water elements?

A. Please see the attached 2025 Slip Diagram. This is all we currently have.

4. At the request of our in-house counsel, they are asking for the awarded vendor to provide a contract.
