About this file
This document is an Addendum 1 to a Request for Proposal (RFP) issued by the Florida Department of Agriculture and Consumer Services, Division of Food, Nutrition, and Wellness (Department) to establish a contract for the management and implementation of school food service-related training for School Food Authorities (SFA) in maintaining compliance with the United States Department of Agriculture (USDA) School Nutrition Program Professional Standards. The addendum provides answers to questions received regarding the RFP, including details about the previous contract, allowances for high-level or culturally relevant trainers, the ability to propose additional training topics, and billing for facilities and refreshments. The contract opportunity covers the state of Florida, with identified jurisdictions of Leon County and Tampa City.
The document does not provide specifics on pricing terms, set asides, incumbents, or funding requirements. It indicates that the previous contract was on a calendar year basis and is now moving to a school year calendar. Interested parties are advised to submit any protests within the timeframe outlined in Florida Statutes.

ADDENDUM 1
DATE: May 30, 2024
TO: VENDORS
FROM: Channcen Bell, Procurement Officer
RE: Request for Proposal No. RFP FNW 23 24 118
This addendum is to provide answers to questions received in reference to this Request for Proposal.
Question / Answer
1. Why was the current contract for training interrupted from a yearly contract as it appears to have ended in January 2024?
The previous contract was operating on a calendar year and we now would like to operate on a school year calendar.
2. If classes are needed or requested and require a high-level trainer what allowances are made to increase the fee for a trainer?
For example, a culturally relevant instructor may have increased travel and availability needs so that a full Saturday during the year or full week may be needed in the summer to properly teach the subject.
This fee will need to be built into the pricing schedule.
3. Can additional training topics be proposed that have been demonstrated to be highly valuable to district school food service staff that require materials, usually at a high cost.
For example, Seven Habits for Highly Effective Managers does require a trained and certified instructor and workbooks. Will allowances be available for offering these well-known and effective trainings?
Additional training topics may be proposed during the Q&A session. The fee will be added in the pricing schedule.
4. How is the fee for facilities and/or coffee and snacks billed? Are they separated from the training costs? I would anticipate school districts offering a location but if not, is there an allowance for training facilities?
The district/sponsor should provide the training location. We are not allowed to pay for snack and drinks.
5. May you please provide the annual expenditure for the last three years broken down by calendar year.
6. May you please provide the current pricing for the past contract?
This Addendum is hereby incorporated into and made a part of the above noted Request for Proposal. All other terms, conditions and specifications of this Request for Proposal will remain the same.
