About this file
This is Addendum 1 to an Invitation to Bid issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for HVAC System Upgrades at McCracken Regional Juvenile Detention Center in Paducah, Kentucky. The addendum, dated May 30, 2023, extends the bid submission deadline to June 8, 2023, at 2:00 PM Eastern Time. The project requires comprehensive HVAC system upgrades including control system modifications, installation of CT meters for Package Terminal Heat Pump units, hydronic pump modifications with constant volume specifications, 3-way control valves for hot water unit heaters, multizone damper controls for nine thermostatic zones, return air fan and damper controls, smoke evacuation system integration, connections to sewage grinder pump alarms, kitchen make-up air unit monitoring, server room temperature monitoring with alarm capabilities, and a condensing boiler system. All control systems must be fully BACnet compliant and integrated with the existing CEMCS system in accordance with Department of Juvenile Justice requirements.
The addendum establishes specific technical requirements for equipment manufacturers and system configurations, including updates to the condensing boiler schedule to add "Laars" and "Patterson-Kelley" as approved manufacturers, and to the hydronic pump schedule to include "Grundfos," with final manufacturer approval reserved for the shop drawing review stage. All control system information must be submitted to the Division of Facility Efficiency for integration into the existing CEMCS system. The addendum does not address pricing terms, set-asides, incumbent contractors, funding sources, or contract renewal options, as these matters are addressed in the primary invitation to bid documents.

1.05 Refer to Drawings H0.3 – Multizone Dampers and Zone Controls Minimum
Control Points List. Update points list and sequence of operations to omit separate Hot Deck and Cold Deck Damper Actuators. The unit has a total of nine (9) thermostatic zones. The Hot Deck and Cold Deck Dampers are linked together. The Damper Actuators for each zone shall modulate to maintain space temperatures in the zone based on the zone temperature sensor and the discharge air sensor for the zone. All zones shall operate constant volume.
Each Zone shall be provided with an unoccupied override for extended periods.
During unoccupied periods, the dampers shall modulate to 50% open and zone temperatures shall be setback to 82°F in cooling mode and 55°F in heating mode.
1.06 Refer to Drawings H0.4 and H1.2. Provide control points for two (2) return air fans, (2) return air dampers, and (2) exhaust air dampers associated with the Air
