About this file

This is an addendum to an invitation to bid issued by the Kentucky Department of Fish and Wildlife Resources for a rebid of the Ballard Big River Pump Station project in Ballard County, Kentucky. The project, identified as Invitation to Bid No. FW-002-25 (rebid of FW-006-24), involves construction work at a pump station facility. The addendum clarifies that the plans and specifications have been updated from the original bidding round to incorporate foundation changes utilizing steel H-Piles as the primary structural modification. The project is being bid as one complete project with no phasing, and will be awarded as a single lump sum base bid price for all work. Key project details addressed in the addendum include clearing and grubbing operations, excavation and soil handling, material procurement responsibilities, and geogrid installation requirements.

The addendum addresses several substantive project conditions and bidder requirements. Clearing and grubbing debris must be chipped or mulched and spread on-site when feasible; oversized material requires off-site removal or burning in designated areas. Topsoil and extra excavated material may remain on-site in designated areas as shown on project plans. Disadvantaged business enterprise (DBE) participation is encouraged but not required; bidders should complete DBE forms as specified in bid documents. The owner will supply Tensar Interax Geogrid NX850 for roadway construction, which is already on-site at Ballard Wildlife Management Area, with the contractor responsible for installation according to plans and specifications. The addendum was issued on July 22, 2024, by Kyla Satterly, F&W Purchasing Analyst for the Kentucky Department of Fish and Wildlife Resources.

1. Will there be any plan or spec updates for the rebidding of this project?

The plans and specifications were updated from the first round of bidding to incorporate the foundation changes for the structures to steel H-Piles. No other major changes to the plans and specifications have been made since the first round of bidding.

2. Did other bidders have DBE participation on the original bidding?

There were bids submitted to the original solicitation containing DBE participation; however, DBE participation is a goal not a requirement to bid.
